We're working toward it but not yet available. There are rare earth metals in some coal dust deposits but not significant process plants exist to extract them yet.

What tax on China's exports are you referring to? I believe China subsidizes many industries for mfr and export not tax them.

You clearly show your lack of understanding of tariffs and there impact on the importing country. A tariff isnt a tax on the exporter its a tax on the importer and US consumer. You and trump fail to understand that fact. China has the benefit of the upper hand here as they control they currency and banking and mfr. The damage will be done to the US consumer as such a high volume of goods come from China directly or indirectly. The US is not in a position to start mfr on goods as we have no infrastructure to mfr those goods and it will be a number of years before we do. The US stopped being a mfr based economy decades ago
