I can say from personal and recent experience that your friend shouldn't have any problem applying for a tourist visa in Hanoi. They just need to make sure they have everything they ask for.
That is assuming that Vientiane just rejected their application and didn't put any remark or voided visa in their passport
Visa does not guarantee entry. Take note, he will be deported back to his home country if flying in from Hanoi and denied entry. Vietam refuses to accept Thai rejects unlike Malaysia.

Or 30 days to figure out which visa he will be getting next time or he's going to be denied entry.
ED visas are suspect. Either he's got enough cash to apply for an Elite visa, he's retired and qualifies for a Non-O retirement visa, or he's got 30 days to find a lady who is willing to marry him (so there's no time to waste!).
You talk as if Thailand is the only country in the World, lol. My God man. Go to Vietnam, Philippines. IMO much better looking women. Try Mindanao. However Thailand is the cheapest for an apartment. If life is about cheap apartments stay in Thailand.

There is another thing to consider. Let's say he gets a setv in say Penang. The next hurdle would be flying into bkk airports. Would be best advised to try obtain setv and enter via border.
That would not be easy if he tried to get visa in say Saigon.
Recently member got a void in Saigon and took punt on visa exempt flight to CM. Was successful. So for others in similar boat CM might be option. For how long?
Your friend did it back to front. Always save the border exempt to last.
He must use a border. Too risky to use Thai airports now. Youd be aware of this if you have read the volumes of reports of people being denied and deported even with valid visas.

It's a bit more complex than that. There have been several waves of Chinese immigrants to Thailand, many of them obviously Thai citizens for many generations by now. There have also been periods in Thai history when Chinese immigration has been seen as a threat, leading to a backlash.
Chinese working illegally in Thailand can and do get arrested. Others get away with it, probably less a question of blending in than knowing how to grease the wheels.
Tea money works well for Chinese citizen hoteliers in Chiang Mai. I've got nothing against it. Generally a friendly bunch. Ive enjoyed chatting with them in the past. The point I was making is that it is a croc of sh*t to deny entry to farang allegedly entering Thailand for working illegally with no evidence when Chinese citizens, not Thai Chinese citizens openly run hotels and youngsters openly check in guests, telling me they are Chinese. 10 million Thais have Chinese blood according to Wikipedia. What does it really matter if they allow another million in to service tourists. Good luck to them. For all the tea in China 555.

There are many Chinese whose family have been here for decades if not a century. They are Thai citizens from birth.
Same for many Indians you see here.
That is obvious. I am talking about Chinese citizen obviously.

It appears you fit the profile as an undesirable. Then they saw all the visas. To shorten things you could have quickly pointed out the Non O and you would have been done. But then you wouldn't have to write a long winded response.
An undesirable. You are so funny. Do you belong to the Amish religion by any chance 555

Just like everywhere in the world, if you start with an attitude you'll get it back. If you are nice you'll generally get nice treatment.
BTW a wai tells a lot. If you don't know a friendly smile or nod will do.
Many Chinese running guest houses and hotels in Chiang Mai. They can blend in better, obviously. You are making wild assumptions. No problem working illegally or running hotels as long as you are Chinese. Many are also employed in banks. This has been going on for a century. Chinese are very welcome in Thailand. Same rights as Thais.

Immigration is doing these guys a favour. Most are suffering from Thai addict syndrome, they need to get on the road and find nicer places and hospitable people. They won't be disappointed. Think it as a blessing.

The IO don't care what you think. Most of the Asians passing immigration entry points probably have proper papers or they wouldn't be passing the official border. They most likely have a labor contractor arranging things for them. You on the other hand need to show you are legit. You can thank all those who previously gamed the system for making things difficult. If you are entering as a tourist you need to convince the IO you don't intend to stay long term and work.
They had no agents, simply stamped in as tourists when they highly unlikely. They were not part of the jetset that's for sure, looked like they didn't have a brass razoo to their name. You must be blind to think it not prejudice. But my god why do people stay in Thailand is beyond me. Far nicer places in ASEAN. I fly over Thailand. I don't need the unexpected expected anymore. I did love the adrenalin for some time. Thats what I loved about Thailand, the uncertainty and danger. To depart Thailand alive seemed a miracle after reading the macabre violent news. Many have no idea how dangerous Thailand is. Game the system. You don't sound like much fun. Don't like games 555 ????

Exactly, have seen on the Malaysia border how they only ask farang to show the 20,000. The Asians are never asked and they are most likely working illegally, especially the Cambodians and Burmese I saw passing immigration with no problems at all. No Asians were asked to show the money. Foreign embassies in Thailand need to intervene and tell Immigration to stop this uncalled for prejudiced behaviour.

I think 500,000 baht means you expect to live 'rural'.... Pretty much all rural areas are far cheaper than the tourist areas. The OP previously posted about an Elite Visa and having family.... this strikes me as at odds with that idea.
Westerners who end up living in places like Nakhon Nowhere, have usually followed a Thai wife/ partner back to her home village/area, and the support that includes is a necessity. Language barriers are formidable.
if you look at Tee-pak.com web page you will see it is not expensive anywhere in Thailand to rent an apartment or house. However the stress of dealing with immigration at 70 may be the death of you.

You can't have been here very long if you think this won't turn to custard, either on returning to Thailand or at extension time or school going bust. Fun and games, always adrenalin filled, the unexpected and <deleted> hitting the fan is the expected, no country for a person with a weak heart 555 I pity the pensioner with heart disease

Not if you get a 6 month multi entry visa from Thai Embassy in your home country before you leave
You can be denied and deported with an MTEV. You shouldn't write untruths. Thai airports are insane. You need to find another destination.

When you enter a Thai airport you can be denied entry with a ticket and a visa. Why bother flying into a Thai airport and risk this. You need to use your brain mate. Enter by land only, or go fabulous exotic countries like the Philippines or Vietnam.

What you are saying is not true. He was denied on means. There was no supporting evidence that he was working and neither was he denied for this reason. You need to speak to Ubon Joe. For visa matters he should be the only one to speak. He was denied because of a lie, insufficient means, yet he has 21,000 baht. No evidence to support he had insufficient means. Thai airports have become a circus. He had a METV for crying out loud. What dont you understand? They had no proof he wasn't a tourist, no evidence that could mean he was working.

Did he get a new passport to try and hide his (visa) past ?
Was he staying in Thailand on the wrong visa and therefore rightfully refused entry ?
Its not illegal to come to Thailand too many times. It is illegal to ask for bribes. Do you blame the rapist or victim? Thailand needs to sort out clear rules of entry to stop this corruption.

Only because the $100 game is being played at Thai airports. At land borders as far as I know they dont play these games. Can't understand why people want to live in a country were you are felt so unwelcome unless you have money. It's what people with half a brain call fake warmth.

While there are nice Thai people. Ive been fortunate to meet some . However generally farang is the scapegoat for all Thailand's ills and we farang get the brunt of it. Try the Philippines. Immigration officers respect the law and the people are so warm there. It may come a surprise to you, but, you don't need Thailand and they certainly prefer their own.

I will never fly into Thailand. It is too risky. And I've been out of Thailand for 10 months. If you read about the consequences of being denied entry it's not worth the risk. Denied entry equals defaced passport, and air ticket 5 times the regular price and no guarantee being allowed to enter your country of choice and therefore being deported back to USA like a most wanted criminal and at an exorbitant cost. These airports have become a joke. So much for Thailand's dream of being a hub of all things. Even land borders are not guaranteed. I take it your suitcase has has wheels. Let us know how your apartment searching goes in Vietnam. Philippines is amazing, beautiful women. I think you'll find Danang dull, kind people though. I like Hanoi the most. Also think of how your passport will be defaced if denied entry into Thailand. This is going to give you huge problems entering other countries.

Just posting this to add to your comments about Vietnam. Yes one year multi would suit me perfect. Being AU not available. For some years now I obtain 4 3month multi every year to Vietnam. $70usd each. So 280/year.
Many countries are visa exempt (15 day) eg UK and many other. USA, AU and others not.
Where do you get your $70USD 3 month visa?

No problem, if you have three spare pages left it will be more than enough.
Entering and exiting Laos will take up 2 pages if immigration officer is economic with stamp placement. You can not enter Laos with less than six months validity. A border hop to Malaysia would be less stressful.

Thailand thinks just because the have a rule or law, then the rest of the world must be following their lead and that they also have the same rules or laws.
Same happened to myself going to Korea. Strangely the woman was dressed in a Thai Airways uniform but in the Jin Air booth. I noticed only farang were being sent to her. I told her to <deleted> off because the rules to enter Korea is no onward ticket for my passport. She quickly backed down. Incidentally the Thai Airways office was not far away and I think they sell tickets. I'm using Malaysia as my hub now. Thai airports have descended into madness. Use Thai airports at your peril. BTW no onward ticket required by Laos either. Looks like Thai airports, scam city. The old scam was when you needed an urgent ticket staff would direct you to horrendously expensive agents working in airport, before online ticket sales. Perhaps they were hoping you were not internet savvy and they would get a kick back from buying a ticket from these unscrupulous agents who work without authority in Bangkok airports.

Refused Entry in BKK - Second METV - Deported back to London
in Thai Visas, Residency, and Work Permits

Strange is a very typical thing in Thailand. Wealth of evidence it is a Hub of both airport and land border denials of entries and deportations without any evidence or cause. The only solution is to fly over the Thailand. Avoid the cockroach infested deportation jail cells and smelly urine 555
