Cafes, coffee shops, department stores, noodle shops, anything but bars will have women, and if you can communicate with them, that's your start.

Just common sense . It doesn't take much for a spineless coward to pull a trigger. It happens everywhere. Protecting yourself or family is a given, using whatever force is needed. And there are people, that by chance from a crappy childhood, don't know how to raise children in a loving environment, and the kids then have to learn by themselves the ways of the world, and oftentimes fail. Then there is human garbage like this, who were blessed with many children, their own blood, and something in their sick minds told them to hurt, beat and kill these children. Parenting is hard for everyone, and some days you don't want your kids around because they drive you crazy, but you take a breather, walk away, then come back to your responsibilities.
