The killer was a former Police Sergeant named Panya Khamlarb, aged 34, who was reportedly fired from the police force for being in possession of one yaba pill (methamphetamine pill) and causing a public nuisance while intoxicated in November 2012. The motive is still unknown as the murderer already committed suicide after escaping from the initial murdering site at the Uthai-Sawan Child Development Center in Na Klang district. The latest reports said 36 people were killed and 12 injured. One of the fatalities was the shooter. Police said the gunman, identified as Panya Kamlarb, was armed with a shotgun, a pistol and a knife when he barged into the nursery which is located in the office of the Uthai Sawan Tambon Administration in Na Klang district at around 12.10pm. Pol Maj Gen Paisal Luesomboon, deputy commander of Region 4 Police, told Thai PBS in a phone interview that the gunman was apparently under the influence of drugs. Irrigation officials have increased the volume of water being released from the reservoir behind the dam to 2,739m3/sec, to ease pressure on the dam itself, as increased runoff from the north continues to flow in, at an estimated rate of 3,054m3/sec. The worst affected district is Sapphaya, where about 2,000 households are under as much as 1.7 metres of water, forcing people to evacuate and take temporary shelter on roads. by Namo Vananupong BANGKOK (NNT) - Thai delegates have headed to the Mekong-Korea Water Forum (MKWF) to promote collaborations between the Mekong region and the Republic of Korea. Participants at the forum are highlighting the need to restore the Mekong and other water bodies to more pristine conditions. Minister Attached to the Prime Minister’s Office Anucha Nakasai is currently attending the first MKWF in South Korea. The forum, taking place from October 5th to 6th, is a result of Thai-Korean strategic collaborations in 2020, especially those relating to water resources. The Han River Declaration of Establishing the Mekong-ROK Comprehensive Partnership for Mutual Prosperity was then agreed upon. The declaration sets the direction for future cooperation between nations of the Mekong region and the Republic of Korea. Minister Anucha congratulated Mekong nations and the ROK for having succeeded in the cooperative management of water resources. He said the forum will contribute to the Mekong region’s capability in handling global changes and present-day climate volatilities. For Thailand, the Mekong is an important nourishing factor for the 8 provinces which are located adjacent to the river. Since 2019, people who live near the Mekong have felt the impacts of changes to the river’s water amount and quality. They have also felt the effects of ecological changes in the river. Minister Anucha indicated joint effort must therefore be made to rehabilitate water resources. This would benefit water, food, and energy security and contribute to the growth of the regional economy. Inbound at KM marker 14/100 they found a Nissan Navara and a Toyota Revo that had crashed into a six wheel Isuzu truck doing road marking work. Niphon, 32, and a female passenger named only as "A" 15, were in the Nissan. They were taken to Chularat Hospital with severe injuries. About one hundred prisoners were putting out sandbags near the Nonthaburi clocktower and port as well as undertaking cleaning operations along Chaeng Wattana Road, reported Thai Rath yesterday. Forty convicts came from Bangkok Special Prison, Bang Khwang and Klong Prem, 37 from Pathum Thani and 19 from Nonthaburi jail. Picture: Thai Rath Justice minister Somsak Thepsuthin said he was unable to attend in person due to meetings at Government House but he said he had sent along food and drink for the chain gangs as encouragement. He said that there were plenty more prisoners who were available for public service like this, just ask the corrections department if you need them. by Tanakorn Sangiam BANGKOK (NNT) - Health authorities in Thailand no longer regard COVID-19 as a dangerous communicable disease, but those who test positive are asked to stay away from others for at least five days. Health authorities have revealed the latest guideline for COVID-19 patients, with the outpatient protocol now default for patients with mild to no symptoms. This adjustment was made following the downgrade of COVID-19 from a dangerous communicable disease to a communicable disease under surveillance, resulting in a further relaxation of measures previously put in place to suppress the spread. Dr. Thongchai Keratihuttayakorn, Director General of the Department of Medical Services, said people testing positive for COVID-19 who do not exhibit symptoms will need to practice precautionary measures that include social distancing, masking, and hand hygiene for 5 days. They will not be prescribed antiviral drugs. Patients who exhibit mild symptoms will be treated as outpatients, with antivirals prescribed based on the doctor’s discretion. Medications provided to patients who exhibit symptoms include green chiretta and Favipiravir, while those with underlying health conditions may receive one of the antivirals approved for COVID-19 treatment. Patients who develop lung infections will be admitted to the hospital and will be prescribed Remdesivir. Dr. Thongchai said people with underlying diseases, are at high risk of developing severe complications, and children who develop drowsiness, lack of appetite, dehydration from diarrhea, or seizure from high fever, should quickly see a doctor. The current guideline no longer recommends antigen self-test unless suspicious symptoms are shown. People are encouraged to stay at home when developing symptoms such as coughs and a runny nose. If they need to leave home, they should double mask, maintain a safe distance from others, and frequently sanitize their hands. Prime Minister Gen Prayut Chan-o-cha meanwhile thanked all sectors for their collective efforts leading to successful COVID-19 control, which has led to the recovery of travel and the economy. He asked the general public to remain vigilant and practice personal hygiene.
