  1. After a five-day debate, the 3.185 trillion-baht budget bill has passed its final reading in the lower house, with 258 MPs voting in favour and 180 against. Next, the bill will go to the senate for approval within 20 days. The process of enacting the bill, which must be implemented in the next fiscal year, starting October 1st, is done by the Secretariat of the Cabinet. Traisuree Traisoranakul, a deputy government spokesperson for the Office of the Prime Minister said that Prime Minister Prayut Chan-o-cha thanked the House of Representatives for their approval of the Bill. The budget will be spent efficiently to move the country forward and strengthen the economy after the impacts of the COVID-19 pandemic. He'd grabbed an officer's gun while he was changing in the car park, started firing indiscriminately and fellow officers pumped him full of bullets in a judicial shooting. He had eight bullet wounds. Deputy chief at the Nakhonchaisri station in Nakhon Pathom, central Thailand, Lt-Col Nawin Songlaor initially reported the shooting of a man in blue tracksuit bottoms and red top in the parking lot yesterday evening. A Sig Sauer P365 handgun was recovered from under a white pick-up. Eight shell casings were recovered and taken into evidence. The deceased was later named as Khempetch Khamla, 38, who had eight wounds. Pol Maj-Gen Chomchawin Purathananon, provincial police chief, said that officers at the station first saw the man in the middle of the day. He said that he had been arguing with his wife who had chased him out of their home so he went to the police station where he would feel safer. In the evening he still hadn't gone home and the police took pity on him and gave him 100 baht so he could get himself something to eat. He came back thereafter and asked if he could take a shower and sleep there the night. They allowed him to do that. However, while an officer was changing his clothes behind his private pick-up in the parking lot the man grabbed the officer's gun from his waist and made as if to shoot at him. Hearing the commotion other officers responded and ran out to get the man to put down the weapon. He failed to comply and started shooting indiscriminately putting holes in three police vehicles' bodywork and bursting a tire. Unable to calm the situation down and fearing injury or worse the officers shot him dead. Chomchawin said that during the day officers had found out the man's name and done a background check to make sure he was not a threat. Picture: Daily News He had no previous for drugs or crime and officers just assumed he was a stressed out guy who had been involved in a domestic dispute. The four guns used in the killing by police were taken into evidence as an investigation began. This will include investigating whether the officer who had his gun taken was negligent.   7. BANGKOK, Aug 24 (TNA) – Thailand and Cambodia cooperate to upgrade the Road No.67 to boost trade, investment and tourism between the two countries. Mr. Perames Vudthitornetiraks, President of Neighbouring Countries Economic Development Cooperation Agency (NEDA) said that the Thai Cabinet agreed on Aug 23, 2022 that the Thai government and the Cambodian counterpart cooperate to improve the National Road No.67 (NR67), linking Chong Sa-Ngam in Sisaket’s Phu Sing district of Thailand and Cambodia’s Anlong Veng in Oddar Meanchey, which can connect to Siem Reap, the major tourist destination in Cambodia. The project will increase the capacity of NR67 to serve more traffic and will help stimulate economy. It will also develop transport links between Cambodian major’s cities and facilitate transportation along the Southern Economic Corridor (SEC) under the framework of the economic cooperation in Greater Mekong Sub-region (GMS). Thai Rath had received complaints about the state of 14 kilometers of road between Ban Dung and Ban Nong Sawang that is used as a shortcut. Sanook reported with a picture that had a caption that reminded the public of the ongoing repeated accidents. Now the Highways Department issued advisories and updates following the incidents. They told contractors to strictly follow measures for transporting materials in the construction area advising the use of braces and further netting. Checks by safety officers must be made before materials are moved. The page referred to two of the latest accidents - one on 11th August when tons of water that had collected in a canvas awning rained down on a car and another on the 16th when a loose metal strip caused damage to a vehicle. Regarding the first, repairs were made to the vehicle on August 15th and in the second compensation for loss of a vehicle used for work was paid and a rental replacement provided while repairs were made. Chonburi provincial police deputy and spokesman Pol Col Ekkaphop Inthawiwat said that the middle easterners were all tourists in Pattaya between June and August. They come every year. They rent bikes and drive around in large groups that create annoyance. There had been previous crackdowns. This time the Pattaya police set up a checkpoint and caught 16 of them for not having licences and not wearing helmets. A total of 22 vehicles were seized. Ekkaphop said that action was being taken against the Thai bike shops that rented the vehicles for not checking riders' credentials. Fines of 2,000 baht would be levied. He warned all Thai bike renters that they must check licences and other documents of people renting bikes and other vehicles or they will be fined. Probation department officer Khamron Leuangthanaphon was on hand as the men aged 20, 22, 29 and 32 were taken to Trat Hospital. The camp from August 15th to 26th is for drug users not addicts, said Khamron. Every day there was different food prepared by staff and this time 70 on rehab and 10 helpers had consumed pineapple curry with mussels. He doubted it was the mussels otherwise everyone would have got sick.   18. Thai Rath reported on the arrest of a Chinese couple who police claim posted 4.19 kilos of heroin to Australia. They seized condos in the Rachada and Sathon areas of Bangkok and Pattaya and other assets totalling nearly 10 million baht. The couple denied the charge saying they were sending for someone else. They were named as Jun Dai, 42, and Jia Lee Sia, 28, who were arrested on a warrant for distributing the Class 1 narcotic and conspiracy to send it abroad. They were arrested outside a chicken rice stall in Sampran, Nakhon Pathom. Earlier the authorities had intercepted a parcel with the drugs hidden in future board cavities disguised as the top and bottom of a container for bottle openers. They had sent the package from Big C in Pattaya using someone else's passport as ID. Authorities obtained a warrant and found out the couple were living in Nakhon Pathom, central Thailand. In total five condos were seized along with one car, cash and gold totalling 9,370,000 in value. The couple claimed they didn't know the package contained drugs and that they were sending it for someone else.   19. “Thirteen Lives” – highly recommended for all except for the claustrophobic As one of over a thousand media covering the 12 boys and their coach trapped inside a northern Thailand cave four years ago, I didn’t expect “Thirteen Lives”, the new film by Ron Howard, to be very absorbing. Yet the director put the audience under a spell and at times, we were on the edge of our seats. As it turns out, “Thirteen” is the best movie on the Tham Luang incident so far, and one of the finest films I’ve seen in recent years. As it turns out, “Thirteen” is the best movie on the Tham Luang incident so far, and one of the finest films I’ve seen in recent years. Howard managed to mesmerize us throughout the 2.5-hour running time even though we all already knew the ending. He wanted to tell the story in a journalist style, and he did that perfectly – no more, no less. At one point, I felt claustrophobic and needed time away from the screen. I had to take a break to catch my breath before coming back to “rejoin” the rescue. The sense of claustrophobia was almost overwhelming at times. Kudos to Sayombhu Mukdeeprom, director of photography, who perfectly “crafted” the underwater cinematography which plays an essential part in taking us inside the cave. For me, those scenes are to “show” not to “tell” us how challenging and almost impossible the rescue mission was. Daily News Thai Caption: Wearing helmets 100% Bangkok's governor Chadchart Sittipunt is determined to get every school child at the BMA's 437 schools who travel to and from class by motorcycle to wear a helmet. Daily News reported yesterday that a campaign fronted by the Thai Insurance Association and several companies and organisations is providing 126,117 helmets to children in the capital. Teachers and school children joined with the authorities for the press shoot. Chadchart said that so far 255 schools had received 56,555 of the smart looking green helmets. The campaign includes work with teachers to educate children and parents in helmet use. Chadchart also said that tessakit and police would be on duty at every school. Dr Thaejing Siriphanich who fronts the anti-drink driving foundation in Thailand said that there will be a prize of 50,000 baht for the first school whose director can prove 100% compliance to the satisfaction of an inspector. ASEAN NOW notes that the Daily News article did not mention the quality of the helmets. In pictures published by the media there appeared to be two styles - one with a visor that covered most of the head and one just propped on the top of the child's head. On Tuesday (Aug 23), park director Pichai Watcharawongpaiboon said the body of a 52 year old local man had been found on the roadside. Officers from Nong Plub Police Station said the man, who is understood to have been a local farmer, had suffered extensive injuries. Elephant footprints and damage to trees at the scene lead police to believe that the man had been trampled to death.
