Two shocked staffers were at the scene. One of them - Parichart - said that they were just about to close when a middle aged man dressed in jeans and blue shirt rushed into the store and threatened them with a gun. He was wearing a full face helmet. It all happened very fast and the staff were told to put gold in a black bag or they'd be shot. The man raced away on a red Yamaha Fino motorcycle with no plates. He got away with five baht weight in gold worth about 150,000 baht. Sanook further reported that the man was quite tall for a Thai - 170 - 180 cms and had a bad left leg and was limping. It is believed he had cased the area and was very familiar with the surroundings and staff routine. By Editor The National Education Bill is set to enter the Parliament for further deliberation in September, sparking new hope for some but concern for others. The passage of this bill is likely to be concluded before the end of the year, and once it is enforced, it will affect not just students but also teachers and parents. Since education lies at the foundation of life, work and national prosperity, this bill will be responsible for shaping the future of everybody in Thailand. Education Minister Treenuch Thienthong says the bill, if passed, will be a key turning point for Thailand’s educational sector as it focuses on students’ performance and ability to apply their knowledge to real-life situations. It also aims to develop quality teachers who can educate children for a successful future. Tanawat Suwannapan, who represents the Kru Korsorn group of educators demanding to teach rather than focus on extracurricular activities, said he hopes the bill will ensure teachers can devote their attention and time to teaching and child-development activities. He hopes the new law will also allow teachers to function with efficiency and enjoy a better quality of life. “We want assurances,” he said, adding that he does not understand why teachers are expected to make sacrifices and not question anything. He said teachers are forced to accept the current system despite decades of talk about the need to promote critical/analytical thinking among children. Recently, many groups of teachers have been complaining loudly about the fact that teachers are often so overwhelmed with other tasks that they have no time to teach. In some places, teachers are having to cook for their students and sometimes even stand guard. When some teachers refuse to do tasks that are not related to their job, they are labeled selfish or inconsiderate. Their complaints, however, are not without merit. For instance, one teacher lamented online that his school principal was so desperate for awards that students and teachers are more busy preparing for contests than focusing on the curriculum or schoolwork. Many teachers say they barely have time to actually teach, given that there are so many other responsibilities to handle, including paperwork and support for special events. For instance, every time an important figure visits their town, students and teachers are required to show up and welcome these guests of honor. They are also expected to attend local cultural events or festivals. One young female teacher recently posted her resignation online, saying she preferred quitting because the current system does not let her teach. “Even when I do manage to find time to be present in class, I usually have not had time to prepare for the lesson,” she lamented. Dr Kanok Wongtrangan, an educator, said the Education Ministry is aware that many good teachers have given up their jobs for such reasons. Yet, it has no plans to get to the root of this problem. Amnart Witchayanuwat, a member of the House’s ad-hoc committee vetting the National Education Bill, said Article 14 (11) of the bill requires measures to stop teachers from being forced to carry out tasks, projects or activities that can prevent them from fulfilling their main duty. It also demands that students be given enough time to focus on their studies. Amnart was formerly secretary-general of the Office of Basic Education Commission. “This article [of the bill] also specifies that chiefs of relevant authorities will be punished with disciplinary action if they fail to support proper educational services,” Amnart said, pointing out the benefits of the draft legislation. Natthameth Dulkanit, an educational supervisor based in Bangkok, believes the bill is actually designed to ease teachers’ workload and not directly related to teaching. However, the problem does not end here. “The next question is, who will take over those tasks from the teachers?” he asks. “Big schools may have enough funds to hire staff to tend to jobs like school-supplies management, but small ones do not have such luxury.” Move Forward MP Kunthida Rungruengkiat, who is also a member of the ad-hoc committee overseeing the bill, said its content reflects distrust among parties concerned. “If you pore over the content, you find many questionable details,” Kunthida said. “Apparently, the drafters are afraid that people will not comply with the law and have tried to plug all loopholes.” For instance, this bill bans entrance exams for kindergartens but stipulates that all 7-year-olds be admitted to Pathom 1. “What happens if some children at that age are still unable to read or write?” Kunthida asked. In her view, the National Education Bill – which will eventually become the guiding law for the country’s educational sector – may not need to micromanage every aspect of teaching and education. Instead, she believes, it should just create a framework and leave the details to action plans or organic laws that can be amended more easily should any problem arise during implementation. Kunthida also voiced concern that “patriotism” is highlighted in many parts of the bill. Article 8, for instance, states that schools should ensure students recognise the importance of the nation, religion, monarchy, and constitutional monarchy. It also expects teachers to instill in them a sense of duty to the community, society and the country. “What if social context changes and these aims become irrelevant?” she said. The MP said she can’t help but feel that students and teachers working under this law will only be expected to obey orders. The House of Representatives has approved the National Education Bill in principle, and it is now being reviewed by the House ad-hoc committee that includes Kunthida, Amnart, and several other MPs. “Most committee members agree with 60 to 70 percent of the bill’s content,” Amnart said, adding that the remaining 30 to 40 percent may require some rewording or additions that ensure the educational service works efficiently for the benefit of learners and institutions. However, even if the committee makes changes, there is a possibility that the House of Representatives may vote against these amendments. “We will not have the final say,” he said. The Wattanosoth Cancer Hospital is a private hospital and part of the Bangkok Hospital health services network as Thailand’s only facility that specialises in oncology. The hospital offers the latest best practice cancer care with a multidisciplinary approach to cancer prevention, diagnosis, treatment and recovery to improve the quality of life and reduce the mortality rate of cancer patients. That includes working with the University of Texas MD Anderson Cancer Centre as a sister institute but now also with Be Well in Hua Hin as a partner providing primary care for patients in the Royal Coast region. by Tanakorn Sangiam BANGKOK (NNT) - The Prime Minister has ordered all ministries to report their aid compensation plans for victims of the mass shooting in Korat in the Cabinet meeting tomorrow, while the Department of Mental Health has prepared a four-stage plan for victims. The Government Spokesperson Narumon Pinyosinwa, has announced that the Prime Minister will be in the Cabinet meeting tomorrow reviewing the aid and compensation plans of all ministries for the injured, and families of the dead in a mass shooting incident in Korat on the weekend. All ministries are instructed to see if they can provide compensation to each victim based on their area of responsibility, such as the Ministry of Labour, the Social Security Office, and the Ministry of Social Development and Human Security, and to report to the Bureau of the Budget for urgent budget allocations. As for the victims, the Department of Mental Health has prepared a four-stage plan to take care of their mental health. The department’s Director General Kiatphum Wongrachit, said today the department has deployed the Mobile Community Assertive Treatment Team (MCATT) to the area to meet with affected persons, including those who fled the incident site before the situation turned violent, as well as family members of the victims. The team will also focus on children and youths affected. The department will be evaluating the status of their mental health periodically. The four-stage plan starts with the emergency stage 72 hours after the incident, where affected persons may have stress, anxiety, confusion, and may be showing rapid changes in their behavior. The effects will be more pronounced among those directly affected. It will be followed by the intermediate stage covering the first two weeks since the incident, during which some mental health issues may occur; then the mid-term stage where those who still have mental health concerns will receive monthly assessments. Thailand receives COVID-19 prevention antibody drug from AstraZeneca by Tanakorn Sangiam The Ministry of Public Health has received the long-acting antibody drug from AstraZeneca, intended to help provide immunocompromised persons with protection against COVID-19. The drugmaker today delivered the first 7,000 doses of its antibody treatment, out of the initial 250,000 doses ordered by the Thai government. Unlike vaccines, which trigger the immune system to generate immune responses against a pathogen, this long-acting antibody treatment can provide ready-to-use antibodies that neutralize the virus, preventing it from infecting cells. Health authorities in Thailand intend to provide this prophylaxis treatment to those with weakened immune systems, who may not be able to adequately generate a sufficient level of immune response after vaccination. The Ministry of Public Health is preparing to roll out Evusheld to patients with chronic kidney diseases who require regular dialysis, and patients on immunosuppressants. According to the ministry, there are some 500,000 people in Thailand who live with weakened immune systems. Minister of Public Health Anutin Charnvirakul said this antibody treatment is safe and will help reduce the chance of infections, severe illness, and death from COVID-19. He said the treatment will be provided to eligible patients at no cost, adding that private hospitals can request the treatment from the Ministry of Public Health for their patients at no charge. Dr. Kiattiphum Wongrajit, Permanent Secretary of Public Health, said medical professionals are ready to provide this antibody treatment to all patients. He said preparation briefings on the use of this treatment are being organized and the drug will gradually be distributed to service areas. AstraZeneca’s Evusheld treatment is intended for use in people 12 years old and over, weighing 40 kilograms or more. The administration of this drug can provide around 6 months of protection. Patients with chronic kidney disease, organ transplant recipients, patients on immunosuppressants, and anyone who cannot generate immune protection after vaccination can benefit from this antibody treatment. The drug should be administered to those without a prior history of COVID-19 infections, and those who are not considered at high risk. Tzu Yuan Kuo, a Taiwanese national also known as Ayen was deputy chief of a call center gang operating out of Dubai defrauding people in Thailand, Malaysia and Japan. His arrest and deportation to Thailand comes as ever more people are getting calls saying they are mixed up in drugs. The ruse leads to theft of details and money. Kuo was wanted in Thailand since 2018 and had finally been detained by Albanian Interpol in Tirana on September 27th of last year. He was expected to arrive in Bangkok yesterday afternoon. The media said that the gang had used VOIP randomly selecting phone numbers of victims. They had posed as court officials, postal workers, police, DSI officials, AMLO staff, NCB officials and Bank of Thailand officials. Victims were convinced that they were mixed up in illegal drug deals and subsequently transferred money to various accounts. The gang did this by gaining access to names, ID numbers, credit card details and other information. In most cases this is willingly given by the victims who believe they will get into trouble if they don't comply with the "authorities". ASEAN NOW notes that people in Thailand continue to get calls - some more than once a week - from call center gangs using similar methodology. Automated messages in Thai sound scary but are completely bogus. We advise putting the phone down immediately and not complying with any instructions. Yesterday morning police and rescue teams found the badly decomposed body that was dressed in t-shirt, shorts and shoes. The body was taken to Vachira Hospital for autopsy. Siam Rath reported that a passport of a 74 year old American man was found along with many foreign currencies and a room key. It is believed that the man had been out walking when he fell and there was no one around to help him. The authorities were checking his room at a nearby resort. Reporters at the scene said that the house is 3 kilometers from the village and quiet and lonely at night. Police were on the scene and had taken Stephan S., 55, and his wife Warisa, 32, to the police station for questioning. Other officers were examining CCTV in the area leading to the one story, three bedroom property. The media further reported that a friend of the couple staying with them had disappeared. Buntham, 75, the Thai woman's father said that his daughter had just come back from France on the 23rd and on the 25th they had all been eating and drinking at the house. At midnight the party dispersed. Two robbers got in via the master bedroom window and ordered the French man and his wife to lie facedown on the floor. They were told not to resist. Two more men also armed then joined them and rifled through the house stealing 100,000s of baht in Euros, three watches and Thai baht. He thought it was worth at least 1.5 million.
