By Adam Judd Pattaya, Thailand - Russian billionaire banker Alexander Alexandrovich Svetakov’s super yacht “Cloudbreak” has been spotted across the Pattaya area over the last day and as of this evening could easily be seen from Jomtien Beach in the Sattahip and Bang Sarah area. The vessel made big press last week when it docked in Koh Samui, drawing divisive opinions from a variety of viewpoints, notes TPN. After going off the news radar for a bit, it now appears Cloudbreak has emerged in Pattaya as of this past weekend. Tourism industry experts and Koh Samui officials practically gushed over the visit, claiming it was the return of high-value tourists to Thailand. A total of 284 foreign investors were allowed to open a business in Thailand between January and June 2022, bringing in 64.95-billion-baht worth of investments and 3,164 Thai employees were employed. Rising household debt, coupled with soaring inflation has become one of Thailand’s most chronic problems. This coupled with weeks of no income due to the Pandemic has created a major problem for many low-income Thais. A crackdown across the country’s northeastern provinces led by top police officer General Surachate Hakparn urged anyone in the kingdom who finds themselves under duress from loan sharks not to hesitate to call in the police. The Anti-Money Laundering Office is targeting kingpins directing smashed illegal money lending networks. Also, the Revenue Department and the Anti-Money Laundering Office were initiating action against the heads of the networks to audit their finances and to seize assets believed to be the proceeds of illegal activity. Many people in Thailand have fallen by the wayside of traditional banking arrangements and have therefore developed poor credit scores. Or people who have never been able to obtain banking facilities at all, turn to street money lenders and a world that, in Thailand, has gotten more sinister over the last ten years. Even Factories owners targeted Loan sharks are being operated by sophisticated gangs from Malaysia, Korea and across Thailand. They will stop at nothing to get back bad debts. This week it was reported that loan sharks across Vietnam have resorted to new tactics, commercial harassment at businesses and factories. Predatory loan sharks there are now harassing the employers of workers who've defaulted on payments, threatening destructive action against their business as well as relatives. As an example, the hotline at HCMC-based logistics firm Long Rich Vietnam Co. Ltd has been ringing almost all day. The callers are loan sharks demanding that the company cooperates and "hands over" workers who have borrowed money from them. The usurers threaten that if the company, fails to cooperate, they will publicize harmful information about the company on social media or send gangsters over to damage its factory. The constant calling, starting early in the morning and going on until late in the night, makes it impossible for the company to receive calls from their customers or partners. And this is not all. The loan sharks also call company officials, including union heads and those working in its administrative office on their cell phones, making the same demands and threats. Long Rich Vietnam and Pouyuen Vietnam have not been able to hire new employees because their recruitment hotlines have also been disrupted by the loan sharks. This commercial harassment is also starting to spread across SE Asia. What can governments do? Apart from increasing the number of police and staff at the Anti-Money Laundering Offices, it would seem it is up to the banking system to act quickly to help these low-income workers. If the banks can offer low-interest loans without any major background checks, then many would not need to go to these loan sharks in the first place. by Namo Vananupong BANGKOK (NNT) - No dedicated vaccine for monkeypox is currently available although health authorities have confirmed that smallpox vaccines may be used instead. Thailand possesses a stockpile of a smallpox vaccine which is 85% effective at protecting against monkeypox. This vaccine, based on old technology, provides Thailand with a backup option if newer types cannot be procured. The Government Pharmaceutical Organization (GPO) has smallpox vaccines that have been kept in storage for more than 40 years. Department of Medical Sciences (DMS) Director-General Supakit Sirilak revealed the vaccine doses were stored in powder form at 2-8 degrees Celsius. The doses were from a total of 13 production batches and were manufactured in 1979 and 1980. There are 10,000 vials in total, each containing 50 doses of the vaccine. The GPO stockpile, therefore, amounts to 500,000 doses. Dr. Supakit said all of the doses were of the live vaccine type. The DMS has inspected the quality of the vaccine and did not find any issues with acidity or basicity. No contaminations were detected. The vaccine’s efficacy remains at a good level and conforms with World Health Organization (WHO) standards. He said the vaccine is 85% effective at preventing monkeypox. The DMS is currently cultivating the monkeypox virus in its laboratory. If successful, it will discuss the potential production of a monkeypox vaccine with relevant agencies. Dr. Supakit explained there are 3 types of smallpox vaccines currently recommended by the WHO. These include 2nd-generation and 3rd-generation vaccines produced in the United States, and 4th-generation vaccines made in Japan. Phinanpha, 54, had gone on her page to report an attack on her property by loan sharks to whom she owes money. When she didn't pay she said the gang came to her house while she was out and splattered plaa raa (fermented fish - the smelly stuff used in dishes like som tam) all over her house. It was all over the floor but worse on clothes and bedding. Picture: Daily News She said she'd borrowed 4,000 baht but only got 3,600 baht. She then had to pay back 4,800 baht in daily payments of 200 baht for 24 days. The trouble was the rains hit and no one was buying her fish meaning she had no income. She said she is a single mum with three little mouths to feed. The intimidation from the gang meant friends and relatives are looking after the kids. Meanwhile Phinanpha said she had filed a police complaint on behalf of an aunt in similar circumstances and has also filed a complaint on her own behalf. The houseowner said they had seen a King Cobra but Chokechai Phraethanareuang didn't manage to find one of those. But he did find a three meter long 15 kilo python. It was described as a young one. A video showed how it was caught in a snare then given a good drink and a wash down. It was then bagged in a fertilizer sack in an operation that lasted some time to avoid any bites. Daily News Thai Caption: What a kerfuffle! Daily News reported on teen gang violence in Tha Yang sub-district of Thung Yai district, Nakhon Sri Thammarat, southern Thailand. Two rival groups of teens had mounted a pitched battle in the road throwing ping pong bombs at each other. Gunshots were also heard in the violence around 10 pm last night near the site of a trade fair. Seven of those arrested were under 18 and one was 24. Taken into evidence were a baseball bat, Sparta knife and many smaller knives. Police were told that the rival groups met at the concert. They were from different gangs in the area and had had problems before. Naew Na Thai Caption: 17 young people arrested for throwing explosives at rival group - face 7 charges Naew Na reported on the aftermath of gang violence in Pathum Thani north of the Thai capital Bangkok. The media reported that on three occasions explosions were heard in Soi Thammasuthee 23, Moo 5, in Muang district. The first was on 29th December last year when police did very little except warn a couple of riders and take their details. The second was not reported to the police. The third was the latest time on July 19th at 1.25 am. Clear CCTV imagery exists of the events that unfolded last week. This showed up to 25 motorcycles with around 50 riders and pillion passengers. Police discovered who was responsible and announced 17 arrests. They have all admitted to 7 charges. This included carrying and being in the possession of explosive devices. Provincial health officials in Phuket have located 19 “high risk” people who were found to have had close contact with the monkeypox-infected Nigerian man, who was the first confirmed case in Thailand and is currently being treated at a hospital in Cambodia. Dr. Kusak Kukiattikoon, the Phuket provincial health chief, said yesterday (Sunday) that specimens from the 19 people have been sent for lab tests, with only two negative results already available, adding he expects the tests on the rest will be available in three days. While waiting for the remaining results, he said all of the subjects are in isolation and are being monitored by health officials, who will call them in 7, 14 and 21 days to ask about their condition. After the 21st day, health officials will collect further specimens for another test, he added. Measurements were being made of how much of Thailand had been lost, reported 77kaoded. A man with an umbrella who held the tape measure steadfastly refused to point. At one point the officials double-pointed at a post. Others pointed at the camera or did a slam dunk point. Picture: Thai Rath Thai Rath reported on the tragic and needless death on a beach road in Rayong, eastern Thailand. A local 14 year old girl was riding a motorcycle with a 14 year old friend riding pillion. Witnesses told police that they saw the rider using one hand on her phone and one on the handlebars. In addition she was speaking loudly on the phone. She lost control of her bike slamming into the back of a parked pick-up. Her friend was propelled off the back into the door of another vehicle. She was named at Matjuree aged 14. Salisa, also 14, was taken from Mae Rampung beach road to Rayong Hospital with grievous injuries. There was no mention of helmets being worn in the Thai Rath story, notes ASEAN NOW. The questions this accident raises are many. Should such aged children as 14 be riding motorcycles? What does it say about road safety education if they are driving a vehicle - and a motorcycle at that - while on the phone? What is likely to happen to the apparently entirely innocent pick-up drivers involved in such a tragedy? How can needless accidents like this, that are not only devastating on a human level but disastrous from an economic standpoint, be reduced? Should the police be on the lookout for transgressions and doing something to enforce traffic laws? Should their supposed masters - the politicians - be doing more to ensure the RTP enforce the law? Do the politicians even care? Should schools do more to train students - even the underaged when it comes to riding or driving - in good habits on the roads? The appalling death toll on the Thai roads - increasingly growing in the younger age ranges and taking over from drowning as the leading cause of fatalities in under 15s - is well documented. Sanook Thai Caption: The moment of the accident Chana Songkram police suspect that a young driver fell asleep at the wheel of his car in an early morning accident caught on CCTV. The accident can be viewed here on the Sanook site. The media said that it happened outside the Supreme Court in the jurusdiction of the Chana Songkram police at 6 am Sunday. The CCTV showed a Honda City that veered across traffic narrowly missing oncoming cars. It then smashed into poles and trees damaging signage as well. Seriously injured at the scene were 23 year old Surachai and 22 year old Paramet who were taken to Siriraj and Taksin hospitals respectively, reported Sanook. Daily News Thai Caption: Shut down the liberalization of marijuana Thai doctors connected to the influential Ramathibodi Hospital in Bangkok have called for the immediate end to the liberalization of marijuana in Thailand. The drug was taken off the Class 5 narcotics list less than 7 weeks ago. Since then there has been almost free use of marijuana with dispensaries popping up, online sales and street deals the norm. This has caught many by surprise, both pleased and aghast at what Thailand has done. The government wanted it to be just for medical use. But a current vacuum where there are few laws is being criticized by the doctors. They want the plug pulled on plans until proper public consultation and awareness campaigns are carried out. A House committee are currently looking at the laws needed. But the resident physicians, medical professionals and medical alumni - comprising 851 persons - put their names to a letter calling for a wind back during the vacuum period. They are particularly concerned about the effect on the nation's children and youth. This despite already promulgated laws connected to smoking being used to restrict marijuana use to the over 20s. The letter described recreational use of marijuana as a danger to public health in both the short and long term. No evidence was offered for this viewpoint in the Daily News story.
