A press conference attended by trading standards police and lottery office officials announced the arrest of Pholaphol, 37, from Ayutthaya, Pong, 38, from Bangkok and Surasak, 62, from Nonthaburi. A "Brother" scanner was taken into evidence along with other equipment. The arrests followed action taken by the police and the lottery office against an online platform called "Phee Noi Lottery Online". Phee Noi means little ghost. The scheme involved the scanning of real lottery tickets and netted the gang 15 million baht since June.   4. Picture: Manager The Thai Chamber of Commerce has thrown its support behind Thai PM Prayuth Chan-ocha's reopening of Thailand to foreign tourists come November 1st. They said that the advance warning would give tourists time to plan their travel. Chief Sanan Angubonkul said that he expected 100,000 tourists per month to come to Thailand. But he admitted this number would have a minimal impact on GDP, reported Manager. "We expect 100,000 extra tourists a month," he said, "though this will mean GDP improvements in the 0-1% range". He said that other measures proposed by his organisation would have more benefits to the economy such as opening more businesses and expanding stimulus and benefit measures. The man said he put his penis in the bottle opener after following advice from his friend, who claimed it would help enhance its size. However, it only resulted in huge swelling. After being unable to remove the bottle opener from his penis he sought medical help from doctors at his local hospital. Luckily they were able to cut it off without causing further injury in a one hour operation, Daily News reported. Just pride was hurt along with a little superficial bruising. The report also marked two new deaths attributed to COVID-19, bringing the total number of deaths in Phuket attributed to COVID-19 since Apr 3 to 89. He said there would be no problems after his ministry and the Tourism Authority of Thailand (TAT) showed how it could be done with the Phuket Sandbox. The next stage was reopening ten other provinces to foreign tourists without quarantine and following what other countries like Singapore, the UK and the US were doing. Maintaining quarantine for seven days was not going to help in the battle to grab a share of foreign tourists. He supported the PM's plan saying that Thailand was a key winter destination for many nations. He specifically mentioned America, Europe, Japan, South Korea and China. He stressed the need to ensure that ATK testing at airports was well planned and streamlined to welcome the tourists. He expressed confidence in Thailand's immediate future. But he told Thai Rath that the public would have to wait for details from the CCSA and that the reopening of pubs and bars needed to be done with great care to avoid spikes in more Covid-19. The embattled minister was speaking at Government House yesterday morning after PM Prayuth Chan-ocha's announcements on Monday and a scheduled cabinet meeting. He admitted he was yet to be apprised of the details of the plan to open up the country to ten nations of low risk saying that more details would be available on Thursday at the CCSA big committee meeting. Pressed on whether the health ministry was ready and comments by the PM about the threat of new strains and spikes in infections he said it was time to reopen and then deal with the consequences. Reversing or turning left and right from the reopening decision was not an option. They needed to deal with it and were ready to do so. Pressed on whether patrons of bars and pubs would be allowed to congregate and consume alcohol he said that the infectious disease department would have to have Covid free setting protocols in place but this was still to be decided. But he didn't rule out closing the country again when pressed on the matter saying that it "depended on the situation whether the country was opened up or not". He defended his and the government's actions in the past saying that everything was done according to the situation at the time. Everyone needed to work together but he conceded that the opening of Thailand's nightlife was a question that needed the utmost care as people congregated close together presenting a high risk of infection.   16. Police and rescue services were called to a seven story block of flats in Nonthaburi that collapsed while it was being demolished yesterday. It happened adjacent to Klong Prapa near the end of Soi Prachacheun 7. Poh Teck Tung rescue teams took four hours to free a backhoe driver who was trapped under fallen masonry. He was extricated and taken to hospital. Work had been going on at the site since October 1st after permission had been sought to demolish it. There were six backhoe drivers and twenty others working on the demolition at the time. Up to yesterday there had been no issues. Khom Saengbamrung - chief engineer of the Nonthaburi authority - told Daily News that it appeared that an inexperienced backhoe driver had caused the collapse after negligent work near a central support pillar. The chief of the team of workers was out at lunch at the time leaving only subordinates in charge.
