by TNR Staff A PULMONARY disease expert warned in a Facebook post yesterday (July 14) that Omicron subvariant BA.5 is now spreading widely in the country with the increase in the number of pneumonia patients indicating that another big wave is looming, Amarin TV said. Dr. Manoon Leechawengwongs, who is based at Vichaiyut Hospital, said in his previous post shared mid-June he mentioned that doctors personally taking care of patients had seen signs of a new Covid wave emerging in Bangkok. However at that point he thought it would be a small one which would end quickly to go by the example of South Africa, the first country where Omicron mutants BA.1, BA.2, BA.4 and BA.5 spread. Yet after almost a month he has now changed his opinion and thinks the current outbreak will be as big as the one in March when Omicron subvariants BA.1 and BA.2 spread heavily in the country. Drug-Crazed Gunman Kills 3 In Shooting Spree At Chiang Rai Village TNR Staff A DRUG-CRAZED unemployed gunman went on a shooting spree at a Chiang Rai village killing three persons including a four-year-old girl and injuring two others this afternoon (July 14), Matichon newspaper said. Upon getting a report from Mr. Manop Boonyuenkul, headman of Pa Kia village in Tha Ko subdistrict, Mae Suai district, at 12.30 p.m. that Mr. Anucha Jabo, 26, was randomly killing villagers Pol, Lt. Gen. Piya Tawichai, head of the Provincial Police Region 5, quickly sent a strong team to apprehend the active shooter. Upon arriving the police team found that the drug-crazed man armed with a shotgun had already killed the three persons and injured two others and it was four hours before they were finally able to catch him in a forest at the end of the village and seize his shotgun and five remaining bullets. Thailand will allow sexual abusers to undergo chemical castration in exchange for reduced sentences or parole Thailand is close to introducing chemical castration for rapists as a means of combating sex crimes. On July 11, the country approved a bill that would give the right to choose a voluntary chemical castration procedure in exchange for a reduced prison sentence. The bill was approved by 145 senators, with two abstentions, and the final decision will be made after royal assent and official publication in the Royal Gazette. Of the 16,413 convicted sex offenders released from Thai prisons between 2013 and 2020, 4,848 committed repeat offences, according to Thailand’s Department of Corrections. Under the bill, criminals who repeatedly rape girls and children would be able to voluntarily consent to injections after undergoing a medical examination. Regularly taking the drug would lower the inmates’ testosterone levels, and with it their sex drive. After the procedure, offenders will be monitored for 10 years and will have to wear electronic bracelets. Similar laws are already in place in Estonia, Argentina, other European countries, and some U.S. states. Forced chemical castration is sentenced for paedophilia in Poland, Moldova, Indonesia, South Korea and other countries. “I want this law passed as quickly as possible,” Justice Minister Somsak Tepsutin said Tuesday. “I don’t want to see news about something bad happening to women again,” he said. Jaded Chouwilai, director of the Progressive Women and Men’s Movement Foundation in Thailand, a nongovernmental organization that focuses on sexual violence, among other issues, said the use of chemical castration would not help solve the problem of sexual crimes. “Convicts must be rehabilitated by changing their thinking in prison,” he said. “The use of punishment, such as execution or injectable castration, reinforces the idea that the offender can no longer be rehabilitated.” Researchers also dispute the effectiveness of this method of treating criminals and believe that lowering testosterone levels won’t help get rid of inappropriate sexual behaviour. OPINION | by Michael Bridge Normally you start to feel sorry when you read about certain countries struggling with inflation, and certainly Sri Lanka and Ukraine would be good examples. But as we keep reading in the media and online, this rampant rise in the cost of living is literally hitting everyone around the globe. International increases An economist has warned that the USA is on the verge of a 'cost of living' crisis due to rapid inflation. Food prices increased by 9.4% on average in the year to April – their largest 12-month rise in 40 years. In Australia, they compared the Consumer Price Index for 2020, 2021 and 2022 to get a clear sense of how much prices rose. The study found that between March 2021 and March 2022, the average inflation on prices for all items increased by 8.5%, a significant increase compared to the year before when the increase was only 2.6%. Consumer price inflation in the UK has risen sharply in recent months, with the 12-month growth rate reaching 7.9% for the Consumer Prices Index including owner occupiers' housing costs (CPIH) in May 2022, and 9.1% for the Consumer Prices Index (CPI) in the same month. And in Vietnam, the annual inflation rate in Vietnam increased to a near 2-year high of 3.37 percent in June of 2022 from 2.86 percent in May, mainly boosted by faster rises in prices of food & catering services (2.27 percent vs 1.32 percent), transport (21.41 percent vs 18.42 percent), plus and textiles and footwear (1.49 percent). In Thailand too Thailand's 2022 headline CPI is projected to rise between 4 to 5%, compared with 1.23% in 2021. Core consumer prices rose 2.51% YoY in June, the most since March 2012, after a 2.28% gain in May and surpassing consensus of 2.37%. Focus Economics Consensus Forecast panelists see inflation averaging 2.0% in 2022, which is up 0.3 percentage points from last month's forecast, while in 2023 panelists predict average inflation of 1.3%. Not helped by the Thai baht drop The dip in the Thai Baht is attributed to the conflict between Russia and Ukraine that continues to push up the prices of commodities and the inflation rate, the US Federal Reserve's recent interest rate hike, and China's worsening pandemic and its accompanying challenges for supply chains and shipping. May help Thai exports but will mean imports will be more expensive of course. Poorer Expats All these factors are not helping the many ex-pats who rely on their monthly pensions, which in some cases have been shrinking especially British pensions. I personally keep a running cash flow going, which I have been doing for several years, so I can track my outgoings against income. For most years I got by on THB2,000 a week on buying food etc., and THB600 a week for petrol. This week my groceries have totaled THB3,700 and I am struggling to get by with THB1,000 in the tank for just local trips around town. This has had an effect on the funds I have left for entertainment, so going out to eat is very rare now. At home, I have also made a concerted effort to turn off the A/C and open the balcony during the storms which cool down the rooms. I even bought a cooler which takes water and even ice cubes and is cheaper to run than the larger A/C units. At a meeting held on Tuesday, Mr. Silp Theeranit, chairman of the event, provided members of the Provincial Communicable Disease Committee with practical manuals, methods, and measures aimed at preventing the spread of COVID-19 during the event. Mr. Silp said the event will be held between October 19 and October 23 around Khao Chong Krachok and the nearby coastal road – the same route as the 2021 race. Last year’s event took place without spectators. However, it is planned that spectators will be able to attend the event in October. Dr. Tares Krassanairawiwong, director-general of the Health Service Support Department, and Dr. Surachoke Tangwiwat, deputy secretary-general of the Thai Food and Drug Administration (TFDA) led a team of health officials to the hospital yesterday (Wednesday) to investigate. The two doctors said that the hospital, the name of which was withheld, did not have permission from the Health Service Support Department to publish the advertisement offering the medical service packages. Each ticket will be sent within 30 days of the traffic violation and will be considered as “received” by the vehicle owner 15 days after the ticket has been sent. The Royal Gazette website on Wednesday published the new regulation issued by the Royal Thai Police Headquarters under the Land Traffic Act of 1979, which added the 15-day clause to the existing regulation. Earlier, Metropolitan Police Bureau deputy chief Pol Maj-General Jirasan Kaewsaeng-ek said the added clause would help people pay their traffic fines on time and therefore reduce repeat violations. “A warning letter will be issued if the vehicle owner fails to pay the fine within 30 days after they receive the ticket. After that, a police summons will be issued twice. If the fine is still not settled, the police will ask the court to issue a warrant,” he said. Delayed fine payment will incur a 1,000 baht “late fee” and the annual extension of the vehicle’s registration will be suspended until the fine is paid. More than a month later, there is still very little legal control on the use of the plant, which remains categorized as a narcotic in most parts of the world. Stalls selling cannabis leaves and buds are popping up on busy roads like Bangkok’s Silom and Khao San and Nimmanhaemin in Chiang Mai, with some even offering ready-rolled joints for customers to smoke. Restaurants – from luxury bistros to streetside eateries – have started adding marijuana to their dishes as the “cannabis cash-crop” trend takes off. Government organizations have also been handing out cannabis seedlings to households for cultivation. While top politicians from the Bhumjaithai Party – which hatched the policy to legalize cannabis – remain adamant that decriminalization is a good move, critics warn the regulatory void must be filled to avoid damaging consequences. Downside of legalizing marijuana Legalization was quickly followed by multiple reports of illness and even hospitalization of people after consuming cannabis. From June 21 to 30, some nine youngsters fell ill from unsupervised marijuana consumption. It was also reported that a six-year-old child had eaten cannabis-spiked snacks and fallen into a stupor, while a 15-year-old boy with a history of depression attacked people with a knife after smoking two joints.
