  2. Pictures courtesy: Siam Rath The Central Investigation Bureau became the centre of a heart-wrenching tale involving Mr. Shinji Meda, a 51-year-old Japanese businessman, and Sergeant Kings Tangtim, a former Royal Thai Air Force officer. Mr. Meda, who works in the clothing industry, had been duped by a Thai scammer, Mr. Jakkapong (last name withheld), into paying over 300,000 baht under the guise of visa fees. Mr. Meda transferred funds in several instalments, humourously referred to as "coffee fees," to secure both a temporary and a permanent visa. However, the payments, ranging from 10,000 to 20,000 baht each, added up to a significant sum, which Mr. Jakkapong refused to return. Although Mr. Meda had initially reported the incident to the Cyber Crime Investigation Bureau, their advice shifted the narrative to treating these transactions like loans rather than fraud. Sergeant Kings stepped in to assist Mr. Meda in filing a complaint with the Central Investigation Bureau, ensuring that the scam wouldn't impact his desire to establish permanent residency in Thailand. Adding weight to this distressing situation, Mr. Meda discovered that Mr. Jakkapong had been previously apprehended by Phasi Charoen Police for fraud. The arrest on April 1, 2024, followed a warrant issued by the Bang Bon District Court. Mr. Jakkapong had eluded capture in Samut Sakhon province but ultimately acknowledged his culpability. Interestingly, Mr. Meda wasn't the first to fall prey to Mr. Jakkapong's deceit. Earlier, another victim paid 20,000 baht per person for visas for Chinese workers, only to be met with a series of evasive excuses from the scammer. As a result, numerous complaints surfaced at various police stations, including Chaiyaphruek Police Station in Nonthaburi and Phra Samut Chedi Police Station in Samut Prakan. Investigators from Division 1 of the Crime Suppression Division are actively gathering statements from all victims, moving forward with legal proceedings against the notorious scam artist. -- 2024-08-22 Get the ASEAN NOW daily NEWSLETTER - Click HERE to subscribe
  3. Bank of Thailand Maintains Key Interest Rate at 2.50% Picture courtesy: Thai Rath The Bank of Thailand's Monetary Policy Committee (MPC) has decided to maintain the key interest rate at 2.50% per annum. Piti Disyatat, Secretary of the MPC, announced this move, underscoring the steady economic growth driven by tourism and domestic demand. 4. The Bank of Thailand's Monetary Policy Committee (MPC) has decided to maintain the key interest rate at 2.50% per annum. The decision came after a 6-1 vote during their meeting on Wednesday. Piti Disyatat, Secretary of the MPC, announced this move, underscoring the steady economic growth driven by tourism and domestic demand. Thailand's economy has been expanding in line with forecasts, showing signs of recovery, particularly in the export sector. The MPC is confident that inflation will return to the target range by late 2024. The committee concluded that holding the interest rate steady would support the economy’s return to its full potential and ensure financial stability. Despite the positive outlook, the committee remains vigilant regarding the financial landscape. Concerns about deteriorating asset quality and its impact on the broader economy persist. However, keeping the interest rate unchanged is seen as a balanced approach to fostering economic growth and maintaining stability. There was a dissenting voice in the committee, advocating for a 25 basis point rate cut. The dissenting member argued that the economy's growth potential is weakened by structural issues, suggesting that a rate cut could provide much-needed relief to borrowers and boost economic activity. As Thailand navigates its economic recovery, the MPC will closely monitor various factors, including global economic conditions and domestic consumption patterns. Maintaining the interest rate at 2.50% reflects a cautious yet optimistic stance, aiming to support both growth and stability amidst ongoing uncertainties. The ongoing situation requires careful observation, and the MPC remains ready to adjust policies if the economic climate significantly changes. The focus remains on achieving a balance between promoting growth and ensuring long-term financial health. 5. Paetongtarn Urged to Choose Youth Over Old Guard in New Cabinet Picture courtesy: Thai Rath Paetongtarn Shinawatra, Thailand's Prime Minister, is being advised to prioritise youth in her forthcoming cabinet selection, part of a strategic push to revitalise the nation's leadership. The suggestion comes from Thanaporn Sriyakul, director of the Institute for Political & Policy Analyses. 6. Paetongtarn Shinawatra, Thailand's Prime Minister, is being advised to prioritise youth in her forthcoming cabinet selection, part of a strategic push to revitalise the nation's leadership. The suggestion comes from Thanaporn Sriyakul, director of the Institute for Political & Policy Analyses. Sriyakul believes that in order for Paetongtarn, aged 38 and daughter of prominent political figure Thaksin Shinawatra, to successfully govern, her cabinet should predominantly consist of young leaders. He proposes an "80-20" rule, where 80% of new ministers are from the younger generation and only 20% from the older cohort. Thailand's law permits the Prime Minister to appoint a maximum of 35 cabinet members at any one time. Sriyakul points out that this significant shift could restore faith in the Pheu Thai Party-led administration, demonstrating a break from traditional political practices dominated by seasoned politicians. Despite advocating for youth, Sriyakul acknowledged that current Transport Minister Suriya Juangroongruangkit might remain due to his critical role as a financier for the ruling party. Suriya represents a notable exception to the suggested youth-dominated cabinet. Sriyakul stressed the importance of addressing the public's economic challenges with a fresh perspective that young leaders bring. Removing the entrenched "Big House" politicians—an informal Thai term for influential and longstanding political figures—could potentially pave the way for a rejuvenated political landscape. Additionally, the expert advises Paetongtarn to navigate internal coalition tensions adeptly. Given the current discord within the Palang Pracharath party, particularly between leader Prawit Wongsuwan and secretary-general Thammanat Prompao, there are calls for the latter to spearhead a possible split and take several MPs with him. The Pheu Thai-led coalition also faces potential reshuffles, with the possibility of the Democrat Party, traditionally an opposition party, joining the coalition. This move could further shift the political dynamics, especially if the Democrats decide to sever ties with former party leader Chuan Leekpai and others opposing the new coalition alignment. The impending cabinet formation represents a decisive moment for Paetongtarn and her administration, setting the stage for Thailand's political future. 12. The Thai Red Cross Society has initiated mpox (formerly monkeypox) vaccinations for the public, priced at 8,500 baht per dose, primarily targeting men who have sex with men and individuals with multiple sexual partners. This follows Professor Emeritus Dr Wasun Chantratita from the Medical Genomics Center at the Faculty of Medicine, Ramathibodi Hospital, Mahidol University, sharing insights on mpox. He highlighted that the Thai Red Cross has imported the vaccine, which reportedly reduces the severity of the disease by 68 to 80%. Upon verifying with the Thai Red Cross Society, it was confirmed that there is currently no direct mpox vaccine. However, a two-dose subcutaneous vaccination, spaced at least 28 days apart, shows an efficacy rate of 80 to 85% in preventing mpox. Eligible recipients include those aged 18 and above who meet specific criteria. The recommended recipients are individuals who have had direct contact with mpox patients, such as sexual partners or those who have come into close contact with the patient’s lesions. It is advised to start the vaccination within 14 days of exposure, optimally within four days. Additionally, pre-exposure prophylaxis is recommended for healthcare workers, laboratory personnel handling mpox, HIV-positive individuals, high-risk men who have sex with men, those with multiple sexual partners, or individuals diagnosed with sexually transmitted infections within the past six months. The Queen Saovabha Memorial Institute offers the vaccine to adults aged 18 and above. Vaccinations are administered at the Rajuthit Building of the Thai Red Cross Society, available in two methods. The subcutaneous injection, at a full dose of 0.5 millilitres, is priced at 8,500 baht per dose, with a two-dose regimen 28 days apart. Alternatively, the intradermal injection, administered at 0.1 millilitres per point, costs 2,200 baht per point, requiring a group of four people to receive the vaccine simultaneously, also in two doses 28 days apart, reported KhaoSod. Service hours for vaccinations are Monday to Friday from 8.30am to 12pm, with the queue closing at 11.30am, and from 1pm to 4pm, with the queue closing at 4pm. On Saturdays and public holidays, services are available from 8.30am to 12pm, with the queue closing at 11.30am. The institute is closed on Sundays. “The vaccine is essential for high-risk groups to mitigate the spread and severity of mpox. We encourage those eligible to come forward and get vaccinated to protect themselves and their partners.” by Puntid Tantivangphaisal Photo courtesy of KhaoSod Source: The Thaiger 2024-08-21 - Cigna offers a variety of health insurance plans designed to meet the minimum requirement for medical treatment coverage, with benefits reaching up to THB 3 million. 13. Digital wallet scheme may switch to cash to boost economy by Bright Choomanee Picture courtesy of Thairath The Budget Bureau chief confirmed that funds from the digital wallet scheme could be distributed as cash, provided the original goal to stimulate the economy is maintained. ull story: https://aseannow.com/topic/1336080-digital-wallet-scheme-may-switch-to-cash-to-boost-economy/
  14. Thaland Budget Bureau chief confirmed that funds from the digital wallet scheme could be distributed as cash, provided the original goal to stimulate the economy is maintained. Chalermphol Pensoot stated that the distribution of 10,000 baht through the digital wallet scheme could continue, depending on the new government’s policies. “Distributing cash instead of digital money is not an issue, as long as the original objective to stimulate the economy is maintained.” Chalermphol also indicated that the timeline for the handout remains unchanged, with no alteration to the budget calendar. The additional budget bill for fiscal 2024 is currently awaiting royal approval. The fiscal 2025 budget is progressing through the parliamentary process, with the second and third readings scheduled for September 4 to September 6. Caretaker Deputy Finance Minister Julapun Amornvivat mentioned yesterday that a viable solution for the digital wallet project exists but all necessary procedures must be completed before making an official announcement. Danucha Pichayanan, Secretary-General of the National Economic and Social Development Council, expressed uncertainty on August 19 about whether the new administration will proceed with the 500-billion-baht digital wallet handout. He stressed the importance of implementing economic support measures, particularly for low-income earners. Danucha pointed out that stimulus measures should be carefully timed and aligned with available resources. Initial measures can be introduced and then evaluated, considering the limited resources, reported Bangkok Post. New Prime Minister Paetongtarn Shinawatra addressed the issue on August 18, assuring that the government would not abandon its flagship handout. She stated that the government would “study and listen to additional options” to ensure the scheme is fiscally responsible. Her comments were in response to rumours that her father, former premier Thaksin Shinawatra, had called for the controversial handout scheme to be scrapped. In related news, Srettha Thavisin’s dismissal as prime minister cast significant doubt over the future of the much-publicised digital wallet scheme, with the ruling Pheu Thai Party and the Cabinet providing conflicting messages about the flagship policy’s direction. by Bright Choomanee Picture courtesy of Thairath Source: The Thaiger 2024-08-21 - Cigna offers a variety of health insurance plans designed to meet the minimum requirement for medical treatment coverage, with benefits reaching up to THB 3 million. Malaysian Billionaire Extradited from Thailand to China for Money Laundering Picture courtesy: Thai Rath Today, "Tiao Hui Huat", a Malaysian billionaire and owner of the MBI Group empire, was extradited to China to face money laundering charges. 18. Today, "Tiao Hui Huat", a Malaysian billionaire and owner of the MBI Group empire, was extradited to China to face money laundering charges. Tiao’s arrest follows an Interpol red notice and marks a significant development in a long-standing legal dispute. In July 2022, Tiao was apprehended at the Thai-Malaysian border by authorities acting on an Interpol red notice. He was wanted in both Malaysia and China for allegedly orchestrating a Ponzi scheme that duped investors out of substantial funds. To escape prosecution, Tiao had relocated to Thailand, where he operated for nearly a decade, contributing significantly to local tourism and public projects, especially around the Thai-Malaysian border. On 20th August, the Foreign Affairs Division accepted the request from Chinese authorities to extradite Tiao. He is accused of running a pyramid scheme in China that involved recruiting participants to invest in direct sales products falsely pitched as legitimate business services. The recruitment process required new members to pay for services or products to gain membership, creating a complex web of deceptive financial transactions. Tiao’s extradition was initially scheduled within 90 days from the court’s final judgment on 21st May. The Chinese Embassy in Thailand coordinated closely with local authorities to ensure his smooth transfer. On the day of the extradition, Tiao was moved from Bangkok Special Prison to Suvarnabhumi Airport, where he boarded a Shanghai Airlines Flight FM 834 to Shanghai under heavy security, reported Thai Rath. Interpol's involvement dates back to November 2020 when Chinese authorities identified Tiao’s involvement in running a fundraising network disguised under the façade of multi-level marketing. The scheme prompted numerous Chinese citizens to invest under false pretenses. Similarly, Malaysia had issued an arrest warrant for Tiao over related charges of running fraudulent investment schemes. Throughout his time in Thailand, Tiao became a well-known figure, investing in various sectors including hospitality, real estate, and tourism. His contributions to the local economy included constructing luxury hotels, entertainment venues, and notable landmarks such as Thailand's tallest Ganesha statue, valued at 50 million baht. Despite claims of earlier involvement in a drug trafficking ring—later proven unsubstantiated—Tiao has now been returned to China, where he faces prosecution for his financial crimes. This extradition underscores the importance of international cooperation in addressing transnational criminal activities. 20. Following a directive from Pol. Lt. Gen. Saksira Phuek-am, the Tourist Police Bureau has launched a comprehensive investigation into fraudulent accommodation pages affecting the tourism industry. This initiative was spearheaded by Pol. Maj. Gen. Phongsayam Mee-khanthong and others, leading to a breakthrough in a major scam involving fake bookings for Sala Khaoyai, a popular tourist destination. On September 10, 2023, a victim booked two pool villas via a fake Sala Khaoyai Facebook page, transferring a total of 8,200 baht as accommodation fees and an additional 3,000 baht for a room deposit to account number 70-1360837-1 at CIMB Bank, under the name Ms. Mew. However, when the victim attempted to postpone the booking, she discovered that no reservation was made in her name and realised she had been duped. She promptly filed a complaint, reported Daily News. Investigations conducted by the Tourist Police's Investigation Division 1 led to the issuance of an arrest warrant by the Nakhon Ratchasima Provincial Court on April 26, 2024, against Ms. Mew. She was charged with "jointly defrauding the public and opening an account for crime-related purposes." On August 19, 2024, police officers traced Ms. Mew to Bang Rakam, Phitsanulok Province. She was promptly arrested and taken to Mueang Nakhon Ratchasima Police Station for further questioning. Ms. Mew confessed to being hired for 500 baht per bank account by an employer she was introduced to via Facebook. She had opened the fraudulent account online approximately 10 months prior. The Tourist Police's swift and effective action highlights their commitment to protecting tourists and maintaining the integrity of the country's tourism industry. The investigation underscores the importance of verifying the authenticity of online accommodation bookings and remaining vigilant against fraud. 22. Thailand and Malaysia have greenlit a new rail route connecting Bangkok to Penang, promising to enhance travel and stimulate economic ties between the two nations. The State Railway of Thailand (SRT) recently revealed plans to initiate a train service from Bangkok’s Bang Sue Grand Terminal to Penang in Malaysia in two to three months. The announcement followed the 42nd KTMB–SRT Joint Conference held in Kota Kinabalu, Malaysia, from August 13-16. Mr. Ekkarat Sri-arayangpong, Chief of the Office of the Governor of the State Railway of Thailand, reported that this project was spearheaded by Mr. Awirut Thongnet, Deputy Governor of SRT. This meeting aimed to expand rail cooperation between the countries, ease citizen travel, streamline goods transportation, and boost the economy and tourism in line with the policies of Mr. Surapong Piyachot, Deputy Minister of Transport. During the conference, the operation of a train route from Bangkok Grand Station through Padang Besar to Butterworth, Penang, was approved. This line is expected to foster seamless travel and economic growth. Furthermore, the route of the MySawasdee tourist train will extend from Hat Yai Junction Station in Thailand to Surat Thani Station, owing to the train's popularity, reported Khaosod. A joint working group will set the train service timetable, aiming for a soft launch within the next two to three months, followed by an initial six-month trial period. Expansion in freight transport was also discussed, with SRT ready to support cross-border goods transport on different routes, including Padang Besar–Hat Yai Junction and Hat Yai Junction–Bang Klam/Ban Thung Pho Junction/Kantang. There’s also mention of the successful ASEAN Express service from Malaysia through Thailand to China, which plans to double its frequency from once to twice weekly. This pivotal agreement significantly enhances connectivity and is set to bring considerable economic, trade, and tourism benefits, further positioning Thailand as a regional hub for tourism and logistics. Thailand's former Prime Minister Thaksin Shinawatra, left and his daughter and newly elected Prime Minister Paetongtarn Shinawatra arrive before the royal endorsement ceremony appointing Paetongtarn as Thailand's new prime minister at Pheu Thai party headquarters in Bangkok, Thailand, Sunday, Aug. 18, 2024. (AP Photo/Sakchai Lalit) After weeks of uncertainty, Paetongtarn Shinawatra has ascended to Thailand's prime ministership, inheriting an office previously held by her ousted predecessor Srettha Thavisin. At 37, she represents the latest chapter in the Shinawatra political saga, but questions loom over her tenure’s longevity. On Sunday, following a court ruling that disqualified real estate tycoon Srettha from office due to an ethics probe, Paetongtarn was formally sworn in as Thailand's 31st prime minister. Her parliamentary endorsement came despite her limited political experience and without any prior electoral victory. Speaking to the press, she assured the public that she intends to carve out her own path. Paetongtarn is the daughter of Thaksin Shinawatra, Thailand's embattled former prime minister who has remained a figure of division since his initial landslide election win in 2001. Thaksin, now 75 and a prominent billionaire, experienced two ousters and a 15-year exile, returning to Thailand last year under mysterious circumstances that hinted at a power-sharing deal with the royalist factions, reported VOA News. Experts like Verapat Pariyawong, who teaches Thai law and politics at SOAS in London, observe that Thaksin's influence still lingers. "Thaksin is very much involved behind the scenes," said Pariyawong, highlighting the complexities Paetongtarn will face in managing her father's enduring legacy and political heft. When Thaksin's Pheu Thai party lost to the pro-democracy Move Forward Party (MFP) in the 2023 election, it not only marked an electoral defeat but a shift in Thailand's political landscape. Move Forward has since been dissolved, rebranding as the People's Party with an eye on the 2027 elections, leaving Pheu Thai vying for political dominance. In her inaugural address, Paetongtarn emphasized her commitment to transforming Thailand into a land of opportunity. Yet, the challenges appear daunting. The nation's economy is sluggish, household debt is at an all-time high, and a controversial $14 billion digital cash stimulus now hangs in the balance. Critics argue that the Shinawatra brand has lost its allure, with populist policies failing to deliver long-term prosperity. Aat Pisanwanich, an independent economic expert, contends that "populist policies have kept people poor and indebted." Paetongtarn's grasp on economic issues remains under scrutiny, and internal political dynamics may pose further risks. Despite these challenges, the Shinawatra family's political resilience can't be discounted. Analyst Sirote Klampaiboon suggests that even if Paetongtarn faces political turbulence, the dynasty's influence is far from over. "The Shinawatras will continue to be a formidable force in Thai politics," he concludes. In this climate of political volatility, Paetongtarn’s premiership represents both a continuation and a test of the Shinawatra legacy in Thailand. -- 2024-08-21 - Cigna offers a variety of health insurance plans designed to meet the minimum requirement for medical treatment coverage, with benefits reaching up to THB 3 million.
