Bangkok governor Chadchart Sittipunt acknowledged discovering unusual procurement patterns in gym equipment purchases for two sports centres managed by City Hall, with one treadmill costing as much as a car. Chadchart addressed public concerns yesterday regarding the procurement for the sports centres at Waree Phirom Park in Khlong Sam Wa district and Wachirabenchathat Park (Suan Rod Fai) in Chatuchak district. The 58 year old city chief committed to intensifying the investigation and taking legal action if officials were involved in any misconduct while assuring that the City Hall would maintain transparency in its administrative processes. The issue came to light when the Strong Thailand Anti-Corruption Club made a Facebook post on the matter this Tuesday. The group claimed that the BMA spent approximately 10 million baht to procure 22 pieces of gym equipment for the two sports centres. The prices of some items were significantly higher than the market rate, such as an electric treadmill costing 759,000 baht and a spinning bike priced at 484,000 baht. The group also reported finding more irregular procurements at another seven sports centres, amounting to a total cost of 103.2 million baht. Corruption investigation In response, Chadchart stated that the BMA is collaborating with the State Audit Office (SAO) on the investigation while also conducting an internal probe led by its anti-corruption committee. He emphasised that the BMA has long implemented measures to prevent corruption in procurement. Desired goods and services must first be approved by the Bangkok Metropolitan Council, consisting of 50 members. Every purchase must have a stated median price and can be viewed by the public via an online platform of the Anti-Corruption Organisation of Thailand. The governor assured that the BMA would expedite the investigation to restore public confidence. The Deputy Permanent Secretary of the BMA, Somboon Homnan, mentioned that procurements are conducted through e-bidding. Regarding the gym equipment, he said the BMA had conducted surveys to determine average prices with three sports equipment distributors, as required by law. Deputy Governor Sanon Wangsrangboon explained that the contractor who supplied the gym equipment to the BMA had been working with City Hall since March 2022, dating back to the tenure of the former governor, Police General Aswin Kwanmuang. He noted that a treadmill at that time was priced at around 600,000 baht. The procurement agreement was signed in 2022 before the current administration assumed office in June of that year. However, Sanon clarified that neither the procurement nor its process was linked to the former governor. The victim, 37-year-old Karn, sought help from social media influencer Kantouch "Gun" Pongpaiboonwet after filing a complaint against her husband at Phokaew Police Station. Her husband pressured her to drop the case but she remains steadfast in her pursuit of justice despite the potential danger. Karn, a university professor at the Ministry of Agriculture and Cooperatives, married her husband, Pokpong, in 2019. Their relationship began in 2014 when he was her student studying for a master’s degree. They share a five-year-old son. Things took a turn in 2021 when Pokpong began acting distant, claiming work commitments. Karn's suspicions led her to secretly track his movements via GPS, discovering his infidelity. Despite forgiving him initially, she reported his continued cheating to his superior. This led to the violent confrontation on May 31. During an argument at their home, Pokpong threatened her with his collection of samurai swords. Two of his police friends were present but did not intervene. The argument escalated until Karn grabbed a sword and struck a tree in anger. Pokpong then attacked her with another sword, slashing her face and back before his friends intervened. Karn managed to flee to her car, but Pokpong pursued her, attacking the vehicle with a sword and later a hammer. Fearing for her life and her child's safety, she sped away. She sought help from a security guard to check on her child before heading to the hospital. Karn remained in the emergency room for two days, her sister caring for her child. She revealed this wasn't the first instance of abuse but had endured it for the sake of her child. She also disclosed that Pokpong had threatened to kill her, believing his police status shielded him from repercussions. Kantouch "Gun" Pongpaiboonwet has promised to assist Karn in ensuring the case progresses swiftly for her safety. "Dararat had traveled alone to Koh Sichang, where her body, devoid of clothing except for a torn brassiere, was found." The post laid out the following timeline: 11:00 a.m., 30th May 2024 - Dararat arrived on the island and rented a motorbike. CCTV footage captured her heading away from the rental shop. 11:30 a.m. to 2:30 p.m. - She was seen at a restaurant consuming beer, even conversing with staff members. She paid through money transfers, even tipping one of the servers. 1:00 p.m. - She communicated with her boyfriend for an hour and a half. Her trail goes cold from 3:00 to 4:08 p.m. 4:08 p.m. - Her bike is found parked at Chok-Khao-Khad viewpoint. 4:40 p.m. - Dararat sends a farewell message and maps coordinates to her boyfriend and aunt, unnervingly pinpointing the middle of the sea. Midnight - The whereabouts of her vehicle are confirmed by the motorbike rental owner’s child. The police note her bike was stationed at 4:08 p.m., yet her final coordinates, sent at 4:40 p.m., suggest otherwise. Authorities on the island lean towards suicide but Dararat’s family and friends raise doubts due to the state of her undressed body and the brassiere being oddly mispositioned. The brother’s timeline queried surveillance failures around the viewing point and implored those with relevant evidence to come forward. The family presses on for a just resolution, dismissing the hasty conclusions and hoping forensic and investigative efforts will unveil the truth behind the tragedy. Is anyone in Germany? I was robbed near St. Paul’s Church in Frankfurt. A German thief took my Patek Philippe watch. The thief ripped it off my wrist and ran away, and I couldn’t catch him. If anyone has any information or can spread the word, please do so. I have to catch a flight soon, and the police here didn’t seem to understand my situation very well.” The Thai influencer, who has a significant following on social media, described the incident in detail, mentioning how the thief engaged him in conversation before making his move. He included images of the suspect and the watch, noting that his watch had a grey strap. He urged anyone in the area or who knows local authorities to help, offering 1 million baht as compensation. “The thief pretended to talk to me, and when I realized something was off, he snatched my watch and ran. I have posted the suspect’s picture and the watch, but mine has a grey strap. If anyone in this area knows the police or has any leads, please help.” He also mentioned that he would be returning to Thailand the next day and provided two phone numbers for contact. His frustration was evident as he questioned the safety of what is considered a developed country, especially since he had been cautious throughout his stay. The incident has sparked conversations online about safety in foreign countries and the effectiveness of local law enforcement in handling such situations.
