  1. The Covid-19 situation at Prachuap Khiri Khan prison in Thailand is set to be managed by an imminent emergency operations centre (EOC), following the identification of infection clusters. This development comes as the public health permanent secretary, Dr Opas Karnkawinpong, reported intensified surveillance in the wake of 79 confirmed Covid cases at the prison. The first infection was detected on March 27 after a 35 year old female inmate exhibiting influenza-like symptoms tested positive for Covid upon her admission to Prachuap Khiri Khan Hospital. A male inmate also returned a positive result during a screening process for a prison transfer. This led to compulsory Covid screening for all inmates and prison officials from March 28 to March 29. Of the 1,906 inmates tested, 70 were confirmed positive, while nine out of 85 prison officials were also infected. All affected individuals were isolated for five days as samples were collected for further analysis. In the country, the Department of Disease Control’s weekly report, from March 17 to March 23, revealed 630 new Covid cases and five deaths. Of these new cases, 222 presented with severe pneumonia and 74 required endotracheal intubation. The total cases and deaths for this year now stand at 6,238 and 60 respectively. Dr Yong Poovorawan, a director at the Centre of Excellence in Clinical Virology at the Faculty of Medicine, Chulalongkorn University, predicted on Facebook that Covid infections would decline during the summer before seeing a rise again in June. According to him, the JN.1 sub-variant of the Omicron Covid variant is currently the dominant strain and does not seem to cause more severe symptoms, reported Bangkok Post. In his advice to the public, Dr Yong stated that individuals should seek Covid tests when they begin to show respiratory symptoms. Isolation is advised for those with a heavy cough or fever. The workers, mostly from Myanmar, opened the site this morning after the firm in charge of the construction agreed to pay compensation of Bt1.6 million to the family of each fatality. Immediately following the crane’s collapse, at around 5pm, 600 surviving workers blocked the gate of the site and surrounded the vehicles of the police and rescue crews who wanted to enter the site to provide emergency care. The pickets were demanding a meeting with the firm’s owners about compensation before allowing the authorities in. Led by DSI’s acting director-general Police Major Yutthana Praedam, the crackdown unveiled a web of deceit spanning across Thailand, China, and Russia. A total of 71 suspects, comprising 52 Chinese nationals and 19 Thai accomplices, were arrested during the raid orchestrated by DSI officers. The sweep, executed across three locations in the southern province, unearthed a trove of incriminating evidence. Among the confiscated items were 223 computers, 1,001 smartphones, 14 iPad tablets, 298 SIM cards, and 86 bank books, detailed by the DSI chief at a press conference held at the Chawang District Police Station. Accompanied by Police Captain Khemchat Prakaihongmanee, the masterminds behind the call-centre ring were exposed. Collaborating agencies, including the National Broadcasting and Telecommunication Commission (NBTC) and the Personal Data Protection Commission, reinforced the resolve to combat such criminal activities. In a series of raids, luxury houses and shophouses were unmasked as dens of villainy, teeming with unsuspecting pawns in the grand scheme of exploitation. Fuelled by grievances dating back to November, the call-centre charlatans had swindled millions through cryptocurrency schemes and illicit online ventures. The multilingual operatives conversed fluently in Chinese, Russian, and Thai, camouflaging their deceit. Further, a trail of passports bearing frequent journeys to neighbouring Cambodia hinted at a web of international intrigue, reported The Nation. The apprehended Chinese nationals were charged with violations ranging from immigration offences to tech-related crimes. In related news, the DSI has disclosed that a rigorous probe will be undertaken into nine Phuket-based businesses suspected of employing Thai nominees to evade labour laws limiting specific industries to Thai nationals only. The airline’s forward bookings for the Songkran festival and the second quarter are looking strong. Puttipong Prasarttong-Osoth, the airline’s president, voiced optimism about the Thai aviation industry’s recovery from last year’s slump. This improvement has encouraged Bangkok Airways to aim for a passenger count of 4.5 million with an average load factor of 85%. The anticipated result is a revenue of 17.8 billion baht. In comparison, the airline’s revenue last year was 14.9 billion baht with nearly 4 million passengers. Puttipong estimates that almost 40% of the expected revenue will be generated from the European market. The Thai and Southeast Asian market is projected to contribute 31.5%, the remaining coming from China, Japan, and South Korea, which are expected to account for 10%. Currently, Bangkok Airways serves 12 domestic destinations and eight international ones. The most recent routes, Samui-Chongqing and Samui-Chengdu, have fully resumed operation, providing two to three flights per week to cater to the influx of Chinese tourists. However, the airline is not planning on opening any new routes until it secures a lease agreement for two more Airbus A319 jets. This acquisition will expand its fleet to 25 by the year’s end, added Puttipong. Looking at the second quarter, the airline’s bookings are promising with a load factor of 60 to 70% anticipated in April, boosted by the Songkran holiday. Compared to the same period last year, forward bookings for the second quarter have improved by 14%. Meanwhile, Anawat Leelawatwatana, senior vice-president for finance and accounting, stated that last year’s margin from flight operations improved, but it only amounted to 0.27 baht per available kilometre for an average ticket price of 3,900 baht per seat. He noted that the major expenses this year remain fuel and aircraft maintenance, which are universal concerns across the industry. Anawat added that the aviation industry last year was burdened by war and geopolitical tension, which impacted the number of European passengers. However, he believes that if tensions ease compared to last year, Bangkok Airways could see an increase in passengers, reported Bangkok Post. They are suing Star Petroleum Refining Company (SPRC), the owner of an underwater oil pipeline that ruptured in 2022, claiming that the subsequent major oil spill has devastated their livelihoods. These individuals are part of a local fishing community known as Pak Nam, Ban Rao, or Pak Nam, Our Home, which encompasses small-scale fishermen and fishery workers in the area. The class action was lodged in the Civil Court on Thursday, assisted by Somchai Armeen, the chairman of a sub-panel on environmental cases at the Lawyers Council of Thailand. The plaintiffs are seeking 4.2 million baht in compensation from SPRC. On January 25, 2022, an estimated 50,000 litres of crude oil leaked into the Gulf of Thailand and onto the beaches of Rayong due to the pipeline rupture. The province’s Fisheries Office reports that this disaster affected at least 2,600 fishermen. Not only were fish stocks in the area severely impacted, but the remaining catches were unsellable due to the oil contamination. The Fisheries Office further stated that, since the spill, local fishermen have been unable to make a living. Their regular catches have significantly dwindled from their usual fishing grounds off the Rayong coast. Many have been compelled to venture further out to sea or halt their fishing activities entirely. The president of the Pak Nam Ban Rao fishing community, Lamom Boonyong, shared that the lawsuit does not solely target the company responsible for the oil spill. Five other parties are also being sued for breaching the environment protection law. The plaintiffs represent various groups with a total of over 800 members. A ruling in their favour could set a groundbreaking precedent, enabling the remaining members to seek compensation. This could potentially cost the company around 240 million baht, reported Bangkok Post. The groups are also urging the government to take action in restoring the local marine ecosystem.   13. A 58 year old man in Lopburi confessed to the murder of his wife, after nearly a year of deceitfully pretending to search for her. The case came to light when the man’s behaviour raised suspicions among the police, leading to the discovery of his wife’s buried remains next to their home in Lopburi Province. The victim’s 44 year old brother Sekson reported to Koktum Police Station on Wednesday that his 47 year old sister, Sunanta had been missing since August 1 last year. The police initiated an investigation at the residence of the missing woman and her husband in the area leading to Nong Tham Temple. Upon their arrival, they encountered the missing woman’s husband, Paiboon, whose suspicious actions included attempting to flee from the authorities. After a lengthy interrogation lasting over three hours, he admitted to killing Sunanta and burying her body beside their house. The murder occurred on August 1 last year, meaning the body had been concealed for almost eight months. The police chief of Koktum Station, along with forensic officials and volunteers from a local foundation, were called to the scene. Guided by Paiboon, they unearthed the grave, approximately 80 centimetres wide and 1 metre deep. After about 15 minutes, they discovered a sack containing the decomposed remains of Sunanta, reduced to a skeleton with only small pieces of tissue attached. The skull showed multiple fractures. Confession Paiboon revealed a troubled history with relationships, having had four previous wives and bringing a significant amount of money from those marriages to live with Sunanta for over two years. The couple had no children, and their relationship had soured due to Sunanta’s descent into alcohol and drug abuse, which often led to arguments. On the day of the murder following a heated dispute where Sunanta threatened to leave him for another man and attacked him with a knife and a sickle, Paiboon bludgeoned her with a hammer in a fit of rage. After the murder, Paiboon created an elaborate ruse to cover up the crime. He buried the body and pretended to look for his missing wife, even going as far as to regularly visit the burial site late at night, feigning grief by drinking and eating over her grave, reported KhaoSod. This charade continued undetected for months until his brother-in-law grew suspicious of his late-night visits to the grave, which included pouring liquor and placing food on the ground as if in mourning. Thai trans stabs friend in Soi 11 in Bangkok (video) by Petch Petpailin Photo via Facebook/ Phuri Phatara A Thai transwoman stabbed her transgender friend outside a hotel on Soi Sukhumvit 11 in Bangkok in the early hours of this morning. The victim’s friend said the two were previously close friends. Officers from Lumpini Police Station and Ruan Katayu Rescue Foundation rushed to the stabbing scene at about 4am today, March 29. The transgender victim, 27 year old Affan, was found with a severe injury to her arm and wrist. She lost a lot of blood and was rushed to the Police General Hospital. Police discovered the knife used in the crime at the scene but the attacker vanished. A staff member of the hotel told police that the situation would have escalated if a foreign witness had not intervened because many transwomen were involved in the altercation. A hotel staff member added that he saw the two ladyboys engaged in a heated argument in an entertainment venue near the hotel. The attacker was armed with a knife while the victim fought with her bare hands. Affan’s friend, 26 year old Wan, visited Lumpini Police Station on the day to file a complaint against the attacker on behalf of her friend. Wan stated that the conflict and attack broke out between the two of them and no one else was involved. Wan revealed that the two were good friends and close with one another. She did not know what the motive was for their argument. Wan added that Affan insisted on proceeding with legal steps to the fullest extent because she might be unable to use her injured hand like before. Officers are now conducting a close investigation into the case and plan to summon the attacker for questioning. Another clash of transwomen in Sukhumvit Soi 11 made headlines at the beginning of this month when nearly 2,000 Thai ladyboys physically assaulted Filipina ladyboys outside a hotel. The altercation broke out after a group of Filipina ladyboys attacked some Thais and stole their belongings. This incident was shared on social media, prompting a group of Thai ladyboys to gather to take revenge. The embassy has been informed that Israel cannot yet verify whether the photo, which went viral on the X platform, is genuine or has been doctored for propaganda purposes. A high-ranking Israeli official informed the Thai embassy that “the soldier’s action was inappropriate and the Israeli army has been asked to investigate the matter.” Thai Ambassador to Israel, Pannabha Chandraramya, has emphasised to Israel the Thai concerns and has urged them to exercise caution to prevent any recurrence. “It is because Thailand does not take sides with any party in the conflict. Furthermore, Thailand has long wished for the conflict to be resolved peacefully through negotiation. In the first case, South Korean police sought cooperation from their Thai counterparts in tracking down a South Korean man, alleged to be the operator of a call centre scam business in China, preying on victims in South Korea. In just two weeks, the gang allegedly succeeded in persuading six victims to transfer over 200 million South Korean won (~฿5.4M) into their accounts, prompting the South Korean police to issue an arrest warrant and seek help from the Thai police, after it was learned that he had been taking refuge in Pattaya. Now facing criminal charges. A Russian tourist is facing criminal charges and is being held by Karon Police after a furious outburst of violence in the centre of Phuket on Tuesday. The crazed Russian man, wearing nothing but summer trunks tore into security staff and later police at a local hotel. Finally, police were forced to use a Taser gun to incapacitate the rabid young man and prevent further conflict. There has been another incident of outrageous behaviour by a foreigner in Phuket. On Tuesday, police were forced to use a Taser gun to overpower a young Russian man who attacked multiple people at a hotel. The man, half-naked, appeared to go berserk after an altercation with another tourist.   24. BANGKOK (NNT) - The government has instructed officials to be on the lookout for patients exhibiting symptoms of anthrax. Government Spokesperson Chai Wacharonke highlighted the government's vigilance on anthrax following the identification of 54 cases in Laos, accompanied by animal deaths in March. The Ministry of Public Health, via the Department of Disease Control, has worked with local entities to intensify disease monitoring in both humans and animals, with a focus on border areas adjacent to neighboring countries. Should any individuals display symptoms of anthrax, an initial investigation and notification to the provincial public health office are mandated. The public is urged to promptly report any unusual illnesses or deaths of cattle to local veterinary services or governmental organizations. Direct contact with, moving, or slaughtering carcasses for consumption is strongly discouraged. Those who have been in contact with ill animals and subsequently develop atypical symptoms should seek medical care immediately, as the condition is treatable with antibiotics. Thailand has been free of anthrax cases since 2001. Anthrax, an acute bacterial infection caused by Bacillus anthracis, is a zoonosis that humans can contract through contact with infected animals or their remains, notably cattle, buffalo, or other herbivores.
