Two foreign men vandalised a local restaurant in Phuket early this morning, September 30, shattering glass windows and causing distress among staff and nearby residents. The incidents occurred at the Birds Cafe Restaurant in Soi OrBorTor, Cherng Talay, and prompted a police investigation. The first act of vandalism took place at approximately 2.18am when a foreign man arrived on a motorbike, parked in front of the establishment, and proceeded to break the glass windows. According to the Phuket News, a 68 year old security guard at the restaurant, Kochem Nukun, described the noise as loud enough to resemble a gunshot, which led to fears that a firearm had been used. The assailant quickly fled the scene on his motorcycle. Less than an hour later, at around 2.58am, a second foreign man arrived at the same Phuket restaurant and smashed more glass before fleeing similarly. This second act intensified the panic among the restaurant’s staff and nearby residents. Police are now focused on identifying and apprehending the suspects. as well as working to confirm the motives behind these alarming attacks. The incidents have left the community rattled, with residents and business owners calling for increased security measures in the area. The restaurant remains closed while repairs are underway and police continue their investigation. Sales of residential units in the Eastern Economic Corridor (EEC) have taken a nosedive, particularly near industrial estates, following a wave of factory closures. Vichai Viratkapan, acting director-general of the Real Estate Information Center (REIC), pointed the finger at the shuttering of large factories since last year, which has severely impacted housing demand in Chon Buri and Rayong. “New sales of condos and townhouses in industrial zones have fallen for two consecutive quarters, from the first to the second quarter of this year.” In the second quarter of 2024, new residential unit sales across Chon Buri, Rayong, and Chachoengsao totalled just 5,132 units, valued at 16.8 billion baht, the lowest figures recorded since REIC began its quarterly surveys in early 2022. This represents a sharp decline from 6,563 units worth 21.7 billion baht in the first quarter, and 7,872 units worth 25.8 billion baht in the fourth quarter of 2023, which was the highest since early 2022. By category, low-rise housing in Rayong faces the longest sell-out timeframe, projected at 29 months, assuming no new supply hits the market, thanks to a surplus of stock. This trend is particularly pronounced in the 2-3 million baht price range, especially in areas like Nikhom Amata City-Eastern, Nikhom Hemaraj, and Nikhom Map Ta Phut. Nikhom Amata City-Eastern holds the largest supply of low-rise homes with 1,426 units available, but only 116 units were sold in the second quarter, resulting in a dismal absorption rate of 2.7% and an estimated 33.9 months to sell out. Similarly, Nikhom Hemaraj and Nikhom Map Ta Phut had supplies of 1,093 and 1,065 units respectively, yet only 93 and 80 units were sold in the same period. Chon Buri also mirrored this trend, with the largest inventory of low-rise homes priced between 2-3 million baht located near industrial estates. Notably, areas like Nikhom Pan Thong-Phanat Nikhom boasted 1,147 units, while Nikhom Amata Nakorn-Bypass had 1,119 units—but sales were just 129 and 84 units respectively in the second quarter. The northern and northeastern regions are expected to be particularly affected, with rain predicted to cover 70% of these areas. TMD forecasted the weather for the next 24 hours, declaring that a moderate southwest monsoon is covering the Andaman Sea, Thailand, and the Gulf of Thailand. Additionally, a low-pressure area over northern Vietnam is contributing to the adverse weather conditions in Thailand. This combination is causing thunderstorms, heavy rain, and gusty winds in the northern, northeastern, central, and eastern regions. Residents in these areas are urged to exercise caution due to the risk of thunderstorms, strong winds, and heavy rainfall. Mariners in the Andaman Sea are advised to be cautious, as moderate sea conditions are expected with waves reaching approximately one metre high. The used car market is in dire straits, with a shocking downturn blamed on the economic slump, soaring non-performing loans (NPLs), and the growing allure of electric vehicles (EVs), warns Tris Rating. In a jaw-dropping revelation, used car hire-purchase firms have reported a staggering 93% plunge in profits year-on-year for the first half of 2024. Motorcycle hire-purchase companies haven’t fared much better, with profits down by 71%, while truck hire-purchase firms saw a hefty 48% drop, according to a Tris Rating report. “The crux of the issue lies in skyrocketing financial costs and credit expenses, stemming from provisions for bad debts and losses on repossessed vehicles. This is all due to plummeting used car prices, particularly for trucks and cars.” Credit expenses have surged most dramatically in the used car sector, followed by trucks and motorcycles. In the first half of the year, the NPL ratio for truck hire-purchase loans is set to spike from 4.09% at the end of 2023 to 5% by the second quarter. Meanwhile, used car hire-purchase loans have seen their ratio climb from 5.82% to 6.07%. Interestingly, motorcycle hire-purchase loans have bucked the trend, with their NPL ratio dropping from 4.08% to 3.61%, thanks to increased write-offs leading to a lower loan loss provision ratio. Nevertheless, Tris warns, “the debt quality remains weak.” Rising credit costs from greater provisioning and write-offs raise red flags for many operators. The surge in EV popularity further exacerbates the situation, dampening sales of internal combustion engine (ICE) vehicles, slowing auto lending, and putting downward pressure on used car prices, said Tris Rating. Repossessed vehicles “The sluggish economy has resulted in a wave of bad debts and vehicle repossessions. Prices for used ICE cars have plummeted by over 20-30%, cutting collateral value and leading many companies to suffer losses from repossessions.” Truck hire-purchase loans are similarly beset by bad debts, with a surplus of repossessed vehicles driving used car prices even lower. “Tris Rating predicts that in the short to medium term, we won’t see many new players entering the market. This industry requires substantial capital, given the high cost of trucks and the need for a large portfolio to spread risk. Over the next year, the hire-purchase business will likely continue to decelerate, mirroring the sluggish economy and soaring household debt.” To weather these storms, operators must focus on maintaining credit quality. “Competition is expected to be moderate, mainly for quality customers, limiting the ability to increase yields and offset rising costs. Moreover, loan rejection rates will remain elevated.” Looking ahead, Tris Rating expects the sector to remain weak for the rest of 2024, hampered by economic uncertainty and a lack of government support. This proposal involves transferring privately-owned land to state property managed by the Treasury Department. Mr Lavaron highlighted the necessity of a comprehensive study, potentially leading to the amendment of related laws. Under the constitution, public consultations would also be required for any new legislation. The concept, initially proposed by former premier Thaksin Shinawatra, suggests that Thai landowners could lease their land to foreigners for up to 99 years by first transferring the title deed to the Treasury Department. During the lease period, the Thai landowner would receive full payment but relinquish ownership, with the land becoming state property. Foreign lessees would gain the right to lease land for a maximum of 99 years, after which the property would revert to state ownership. To address specific concerns, conditions would prohibit foreigners from leasing land for agricultural use or developing low-cost housing for low-income individuals without requiring a down payment. However, no official policy level action has been undertaken on this proposal. Implementing such a scheme would require revising multiple laws, including Treasury Department regulations that currently cap leases at 30 years. "Extending the lease to 99 years would require legal amendments," said Mr Lavaron. "Additionally, laws concerning the transfer of state property would need to be reviewed to determine whether land can be transferred from private ownership, with specific leasing conditions for foreigners. Amendments to the Civil and Commercial Code would also be necessary, along with defining types of land use restrictions." According to the 2021 ministerial regulation under the State Property Act of 2019, leasing state property is generally limited to 30 years, unless for commercial or industrial purposes approved by the finance minister. For utilisation of state property involving more than 500 million baht from private entities, rental rates must match or exceed rates approved by the State Property Committee, reported Bangkok Post. A Finance Ministry source, who wished to remain anonymous, noted that similar proposals had faced opposition in the past, with critics arguing it could lead to effectively "selling the country" to foreigners. BANGKOK, Thailand – Spokesperson for the Bangkok Metropolitan Administration (BMA),Ekwaranyu Amrapal, revealed that on the evening of September 27, BMA, led by Deputy Governor Sanon Wangsrangboon, alongside officials from the Social Development Department, Municipal Affairs Department, district offices, the Ministry of Social Development and Human Security (MSDHS), and local police stations, conducted a widespread survey of homeless individuals and beggars. The areas covered included Sukhumvit in Khlong Toei and Watthana districts, Hua Lamphong in Pathum Wan and Pom Prap Sattru Phai districts, and Ratchadamnoen Road in Phra Nakhon district, which are known gathering spots for the homeless and beggars. The action followed numerous public complaints about disorder in these areas.
