The Stock Exchange of Thailand (SET) and the Market for Alternative Investment (MAI) have announced an extension of their daily trading hours starting March 25. This move will see the afternoon session open half an hour earlier, thus facilitating five hours of trade on the two exchanges daily. The SET stated that this alteration in trading hours is an effort to synchronise with other regional markets, thereby offering investors increased trading opportunities. The amended schedule allows for a pre-open afternoon session from 1.30pm to 2pm, and the afternoon session from 2pm to 4.30pm. The morning trading hours will stay the same, commencing from 10am and ending at 12.30pm. A half-hour pre-open session will also be included from 9.30am to 10am. In a similar vein, the Thailand Futures Exchange Plc (TFEX) is also extending its afternoon trading hours for equity futures, currency futures, and interest rate futures, beginning the session 30 minutes earlier. The afternoon session for interest rate futures on TFEX will now be between 1.45pm and 4.00pm. For equity futures and currency futures, the session will be from 1.45pm to 4.55pm. This decision follows instructions from Prime Minister Srettha Thavisin to analyse the pros and cons of extending exchange operating hours, with the aim of attracting more foreign investor trading. Mixed opinions have been expressed regarding these changes. Pawarisa Lertkijkhunanont, Deputy Head of Research at Asia Plus Securities (ASPS), is optimistic that the extended trading hours can increase the Thai exchange’s daily turnover to 50 billion baht with minimal downside risks to the SET, reported Bangkok Post. Contrarily, Suwat Wattanapornprom, an analyst with Krungsri Capital Securities, believes the extension will have little impact unless there are changes to the Thai stock market’s fundamentals. He stated, “The recent slump of the SET index was mainly caused by disappointing operating results from listed companies. If stocks on the Thai market are not attractive, we cannot attract more foreign investors even with extended trading hours.” As per ASPS, Thailand remains the only Asian market to report foreign net selling so far this year, totalling US$881 million (approximately 31.6 billion baht). Bangkok Traffic and Transport officials were issued an order to monitor the safety of tourists during the Songkran Festival, especially in tourist-crowded areas such as Khao San Road, with an estimated 100,000 tourists visiting. The Bangkok government would deploy additional AI technology used in CCTV to assist police officers, said Pol. Gen. Adis. It was reported that 17,000 CCTV cameras with AI technology would be deployed in the Khao San Road area and aid from local CCTV from street vendors and entertainment venues, said Pol. Gen. Adis. Furthermore, under Thai Prime Minister Srettha Thavisin’s policy to the Bangkok government, Traffic and Transport officials would gather information on taxis taking advantage of foreign tourists by charging extra in Bangkok areas from CCTV. The AI technology could detect the driver’s identity on the plate license, according to Pol. Gen. Adis. Tuesday saw the inaugural trial of Thailand’s first cell broadcast service (CBS), a pioneering emergency alert system for mobile phones. The trial was a joint venture between the National Broadcasting and Telecommunications Commission (NBTC) and Advanced Info Service (AIS). Conducted at the NBTC headquarters on Phahon Yothin Road, the trial demonstrated the capabilities of the CBS system. The system will eventually connect to the government’s central command centre, acting as a swift and efficient channel for disaster warnings. NBTC chairman, Sarana Boonbaichaiyapruck, stated that the trial had yielded satisfactory results. He explained that CBS technology allows emergency warnings to be sent directly to all devices within a specified target area, without the need for phone numbers. This approach enables the rapid distribution of emergency information across the entire affected area. As such, individuals will not need to download an application to receive these alerts. The introduction of a standardised emergency alert system is expected to bolster public confidence, positively influencing economic stability, tourism, and overall societal security. The primary goal of this public warning system is to enhance safety, especially in the aftermath of violent incidents, shootings, and natural disasters. However, before the system is implemented, the government must designate an agency to serve as the command centre for dispatching warning messages. It may also be necessary for some related ministries to draft regulations to oversee and operate the warning system. The development of the cell broadcast emergency alert system has been a collaborative effort between the NBTC and various related agencies, with support from its Universal Service Obligation and Telecommunications Infrastructure Fund. Waroonthep Watcharaporn, AIS’s head of business relations, noted that the system was ideal for emergency notifications due to its ability to simultaneously send messages to mobile phones within the coverage area of the respective base station. He added that the latest test of the technology had successfully achieved its objectives, with the involved parties ready to expand its integration with the existing emergency alert system efficiently. Two-part system implementation process The implementation of CBS technology involves two systems. The first, managed by the government’s central command centre via the Cell Broadcast Entities (CBE) system, will define the content and delivery areas for the messages. The second, overseen by mobile operators through the Cell Broadcast Center (CBC) system, will deliver message content to base stations as per the specified areas, reported Bangkok Post. How many prime ministers does Thailand have now? One if you ask Srettha Thavisin. In theory, Thai premier Srettha Thavisin leads the country. But there is more than meets the eye. In theory, the 62-year-old real estate tycoon is the prime minister of Thailand. Nominally, he leads a government coalition of 11 parties with 314 MPs in the 500-member House of Representatives. But whether he is actually fully or partially in charge is another matter altogether. In practice, Srettha is neither an MP nor the leader of Pheu Thai (PT), the chief party in the ruling coalition. He has confessed to knowing a few of the party’s 141 MPs. His familiarity with MPs from other government parties is almost non-existent. During the few hectic weeks prior to the formation of his cabinet, Srettha was hardly at the bargaining table. He did not do the wheeling and dealing; rather, this was done by PT bigwigs, notably Phumtham Wechayachai, who is now a deputy prime minister and minister of commerce; and Dr Prommin Lertsuridej, now the secretary-general to the Prime Minister. Both Phumtham and Dr Prommin have close ties to former prime minister Thaksin Shinawatra. Should the “Digital Wallet” fail to materialise, Srettha will be held responsible. At any rate, it has been argued on Fulcrum previously that the proposed scheme was never intended to stimulate the economy but serves as a “political tool” to revive Pheu Thai’s image and secure the Thai premier’s popular standing. Undoubtedly, Phumtham and Dr Prommin consulted and listened to Thaksin, even though the 75-year-old former premier is officially a criminal convict serving a one-year jail term for corruption. A study by the Commerce Ministry urges agricultural businesses to widen their export markets to mitigate risk and boost the value of food products and processing. The advice follows findings that the majority of export-oriented agricultural goods are commodities or those with only rudimentary processing. Deputy Commerce Minister Napintorn Srisunpang disclosed that agricultural and agro-industrial products accounted for 17.3% of the total exports of US$285 billion in 2023. The top five highest value agricultural exports were fruits (25.9%), rice (19.2%), chicken (15.2%), cassava (13.8%), and rubber (13.6%), which collectively constituted 87.7% of all agricultural exports. Fresh chicken eggs, rice, fruits, meat and parts of consumable animal meat, and breeding shrimps showed the highest export value growth. The leading export markets for agricultural products were China (42%), Japan (12%), the US (5.6%), Malaysia (4.4%), and Indonesia (3.5%), which together made up 67.5% of the total agricultural exports. The UK led the export value growth markets, followed by the Philippines, South Africa, Laos, and Singapore. Napintorn emphasised the need for Thailand to export higher-value agricultural goods and increase agro-industrial products such as future food, processed organic agricultural products, and extracts from agricultural production. He stated that Thailand’s heavy reliance on a few items and markets for exports needs diversification to reduce risks. The five highest-value agro-industrial exports were canned and processed seafood, refined sugar, animal feed, wheat flour and other processed foods, and beverages, which together constituted 61.9% of total agro-industrial exports. The highest export value growth was seen in cocoa and condiments, canned and processed vegetables, refined sugar, ice cream, and seasonings. The leading export markets for agro-industrial products were the US (12.8%), China (9.1%), Japan (7.6%), Cambodia (6.5%), and Indonesia (6.2%), which represented 42.2% of the total export value of agro-industrial products, reported Bangkok Post. Napintorn highlighted the importance of agricultural and agro-industrial exports for income generation and distribution to farmers, who make up 46% of the population. He stressed the need for collaboration across all relevant sectors to support the sustainable growth of the agricultural sector, using research and technology to increase productivity and reduce costs. Napintorn also called for the restructuring of agricultural exports, higher value agricultural exports, product diversification for export, and exploration of new export markets while maintaining existing ones. A shocking incident at a shopping mall in the city of Trang on March 5 left a 58 year old Thai woman, Natchanan Kikkham, with severe injuries after a violent altercation with a 60 year old Swiss national, Dieter Matthias Straumann. 25 year old Natchanan’s son, Kritpong Kikkham, is resolute in seeking justice for his mother, who is now hospitalised with a prognosis of at least one month’s recovery. The confrontation began when Natchanan was shopping and accidentally bumped into Straumann, leading to a heated exchange. Straumann, who has been living in Thailand on a retirement visa, reportedly attacked Natchanan without provocation, striking her multiple times and then fleeing the scene. Witnesses report Natchanan threw a water bottle in retaliation, after which Straumann returned, choking and beating her further, even slamming her head against the floor. Straumann was subsequently detained by local police for questioning but remained tight-lipped throughout the interrogation. His recent passport renewal on October 28, 2023, and the upcoming visa expiration on November 14, 2024, indicate his legal status in the country. The police have prepared to charge him with serious assault due to the gravity of Natchanan’s injuries, which include a broken nose and chest trauma, rendering her unable to breathe properly. Kritpong, who along with relatives has been appealing for fairness at the Trang Hospital, recounted his mother’s harrowing experience, emphasizing the unprovoked nature of the attack. Multiple witnesses within the mall have come forward, ready to testify on Natchanan’s behalf. The police, after a preliminary medical report, are consolidating evidence for Straumann’s potential prosecution. Straumann’s only response to the police’s announcement of the impending legal action was a terse, “Can not, I will go home. Don’t take photo me.” The relatives of the victim have affirmed their commitment to pursue the case to the fullest extent, underscoring the severity of the assault and the need for justice, reported KhaoSod. Amidst ongoing controversy, Swiss citizen Urs Fehr’s visa status was reviewed by immigration authorities due to his involvement in a Phuket assault case. The Department of Special Investigation (DSI) has initiated an extensive interrogation of candidates for assistant teacher positions at the Primary Educational Service Area Office 2 in Khon Kaen, following allegations of widespread exam fraud. Investigators have discovered that exam materials were being sold for 600,000 baht each. The probe, which took place today at the Learning Promotion Office in Ban Phai district, Khon Kaen, was led by the Deputy Director-General of the DSI, along with the Director of the Office of Justice Affairs and the Director of the Investigation of Torture and Enforced Disappearance Division at the DSI. The DSI’s investigative team summoned all assistant teacher candidates on the reserve list for a detailed questioning process. The initial round of exams for these positions, conducted by the Office of the Basic Education Commission, occurred between August 19 and 20 last year, with results announced shortly thereafter. Candidates were instructed to report to the Primary Educational Service Area Office 2 in Khon Kaen on August 28, 2023. However, complaints soon emerged about the integrity of the examination process, prompting the DSI to call more than 20 individuals for questioning. The complaint, lodged by a member of the Khon Kaen Provincial Education Committee, alleged that the former Director of the Primary Educational Service Area Office 2, now Director at Uthai Thani Educational Service Area Office 1, and the Chairman of the committee were both involved in corrupt activities. The complaint led to the revelation of a cheating scandal involving the production and sale of exam preparation manuals, which matched the actual test questions, for 600,000 baht each. The Primary Educational Service Area Office 2 conducted its examinations independently, without the oversight of a central agency or the presence of law enforcement, which is a deviation from the norm where universities typically oversee such exams. This lack of transparency and security in the administration of the exams is a significant concern for the DSI. Further investigations In the following days, the DSI plans to summon the examination committee members responsible for creating and distributing the exam papers for further investigation. While the DSI’s ongoing investigation remains confidential, the evidence gathered so far has been substantial, necessitating a thorough and secure inquiry, reported KhaoSod. The whistleblower who brought the case to light has also submitted evidence of two candidates who allegedly paid 600,000 and 300,000 baht, respectively, for the leaked exam documents. The evidence has been handed over to the relevant authorities for further action. Furthermore, BA’s Executive Club members are in for a tech-savvy treat, with the introduction of free in-flight wifi messaging services, set to take off from April 3. Moreover, the airline is sprucing up its short-haul aircraft with new cabins and seats, featuring extra-large overhead luggage bins. In related news, an unruly British man was arrested after his flight from Bangkok to London Heathrow landed following a cowardly attack on a Thai Airways member of staff. The 35 year old unnamed British man went berserk only minutes after the flight from the Thai capital took off on February 7 and proceeded to smash up the aircraft’s toilet. In other news, come March 31, Thai Airways (THAI) will operate flights to Perth in Western Australia and Colombo in Sri Lanka. Indonesian Tourists Injured, Two Killed in Minivan Collision Near Pattaya
Pattaya — A tragic accident occurred yesterday afternoon on Highway 7, leading towards Pattaya, resulting in the deaths of two people and multiple injuries to Indonesian tourists. The accident occurred at 3 PM on March 4th, involving a six-wheeled truck and a minivan. Highway Police received a report and dispatched rescue personnel to the scene. There, authorities encountered a long traffic jam stretching over 5 kilometers. The wreckage of the six-wheeled truck, belonging to Bangsaen Technical College, was located near the roadside. Its driver, Mr. Somsuan Wongnangrong, 56, was identified and reported that the truck had overturned after being hit from behind by a minivan while carrying tent frames and five college employees. The truck had flipped onto its side, crushing the bodies of two employees, Mr. Somchai Ong-Art and Mr. Supachai Ong-Art, both 52 years old. The victims were brothers, and they suffered grievous injuries and died at the scene. THAI Prime Minister Srettha Thavisin and New Zealand’s Prime Minister Christopher Luxon agreed at a meeting today (Mar. 5) that further discussions be held on visa-free access to the two countries, Matichon newspaper said. During the meeting which took place on the sidelines of Asean-Australia Special Summit Srettha mentioned that New Zealand is one of Thailand’s oldest allies with close relations between the two nations stretching 68 years.
