The Commander of Region 8 Police in Phuket, Pol Lt Gen Surapong Thanomjit has announced that Phuket police have made an official request to the Immigration Police to revoke the visa of 45 year old Urh ‘David’ Fehr – he’s the Swiss citizen who is alleged to have attacked a female Thai doctor at the beachfront step of his villa in Cape Yamu. Police say that the full name of the man reported as “David” is Mr Urh Beat Fehr. The Commander deemed the Swiss man to be a threat to the safety and order of the people under Article 12 of the Immigration Act. On Monday (March 4th), the 31-year-old British suspect was taken into custody at the international departure terminal of the Phuket International Airport.   9. A Malaysian man and two Chinese nationals died while one Chinese woman was injured in a car accident on the Chon Buri motorway. Highway Police officers and Dhamma Rassamee Foundation rescuers rushed to a rest area on the motorway at about 10am yesterday, March 3. Officers came across a white BMW 5 Series sedan that had collided with a large rest area sign, causing significant damage to its front. Officers discovered four people trapped inside the car. The driver, later identified as a 32 year old Malaysian man named Lee Chin Keong, was discovered dead in the driver’s seat. He had sustained a serious head injury and a broken neck. A Chinese woman, 35 year old Xigoyu Ji, was found hugging her two month old son Yic Heng Ma in the back seat. The baby died at the scene while Xigoyu suffered serious injuries and died later in hospital. A five year old Chinese girl named Yu Qing Ma was found outside the car with an injury to her leg. She was taken to hospital and was the only one to survive the accident. The girl was reported to be in a stable condition. The 33 year old Thai woman, Nattaporn, explained to Channel 8 that she was an employee of the Chinese woman Xigoyu. The two month old boy and five year old girl were Xigoyu’s children, and the Malaysian man Lee was her chauffeur. Nattaporn added that Xigoyu’s husband left China for Thailand after hearing about the accident. Nattaporn revealed that her Chinese employers lived and ran a shipping business in Thailand. Their company was based in Chon Buri. On the day of the incident, Xigoyu took her son to the hospital for a vaccination and the incident occurred on their way home. Several media outlets reported that a witness saw a pickup driving against the flow of traffic and that the BMW sedan avoided the collision, causing the car to hit the sign. Locals in the area said that motorists often drive against the flow of traffic at the rest area, causing three to four accidents at the site last year. However, Khao Din Police Station officers checked the CCTV camera at the scene but could not find the pickup truck. Thanakorn Wangboonkongchana, the Deputy leader of the United Thai Nation, has brought to light allegations of foreign mafia gangs operating within the area. This revelation comes after a recent visit to Phuket, during which Thanakorn conducted an inspection and collected information about the matter. Phuket, known for its appeal to international tourists, has been noted to favour quantity over quality in its business environment. This sentiment was expressed by Thanakorn, who voiced concerns about the state of affairs in one of Thailand’s major tourist destinations. On a more alarming note, Thanakorn elaborated on the grievances aired by local street vendors and those involved in the tourism sector. They claimed that the alleged foreign mafia groups, primarily consisting of Russian nationals, were gradually taking over businesses owned by Thai locals. What sets these foreign mafia groups apart, as per Thanakorn’s account, is their apparent disregard for the law. Allegations suggest that these groups have been smuggling illegal substances into their entertainment venues. Moreover, their financial clout allegedly allows them to bribe corrupt officials, thereby evading legal repercussions. Thanakorn expressed his intent to bring these local issues to the attention of the Thai Prime Minister and Anutin Charnvirakul, the Deputy Prime Minister and Minister of the Interior, for a swift and comprehensive inspection, reported The Pattaya News. In addition to the mafia-related concerns, Phuket has been grappling with long-standing traffic congestion issues. Upon receiving information about these traffic woes, the Thai Prime Minister directed Suriya Juangroongruangkit, the Thai Minister of Transport, and associated agencies to devise immediate solutions. The Prime Minister’s directive includes plans for creating new routes to Phuket Airport. Mafia allegations At 12.30pm on the day of the revelation, Anutin Charnvirakul addressed the mafia allegations. He asserted to Phuket government officials that any form of influential foreigner with a negative reputation exerting control over Thai locals is entirely unacceptable. Anutin further stated that any influential individual, regardless of being a Thai national or not, who flouts the law and harbours ill intentions, must be dealt with decisively. This stance underlines the Thai government’s commitment to maintaining law and order, safeguarding the rights of its citizens, and ensuring that Phuket remains a safe and enjoyable destination for tourists. The Thai victim, Amavalee Tongfark, took to Facebook to share the abusive behaviour of the Englishman, identified as Sam, and urged netizens to help her locate his address. Amavalee shared pictures and videos of her injured arm. “Please share this post and help me look for the foreign man. He physically assaulted me by throwing a drinking glass at me on Jomtien Beach in Pattaya and fled the scene. We never had a conflict with each other. His Thai wife, who came with him, told me that he was a British national named Sam. He fled from the scene when we were waiting for the police on the beach. This is unfair!” The 37 year old victim later gave an interview with ThaiRath about the incident in detail. She explained that she and some friends went to a pet-friendly coffee shop on Jomtien Beach on March 1. Many customers brought their dogs to enjoy the beach vibes. Amavalee went on to explain that she and her friend played with another customer’s dog, which started barking repeatedly. The British man sitting behind her became angry and threw a glass at her. Amavalee said she rushed to ask the Englishman the reason behind his attack, and he said, “I don’t care!” She realised that the assault might be rooted in the dog and told him that the dog did not belong to her. The man responded, “If it’s not your dog, then sorry.” Alcohol and medicine According to Amavalee, the foreign man offered her money to end the issue but she wanted him to wait for the police at the scene. The foreign man did not follow her request and drove off with his wife and friends. The British man and his Thai wife surrendered at Na Jomtien Police Station yesterday, March 3, but refused to give an interview with the media. Amavalee provided an update stating that the Englishman told police that he was intoxicated from consuming medicine with alcohol. The foreigner agreed to apologise to the victim but refused to issue his apology via an interview with the media. Amalavee insisted he apologise to her during the media interview. However, she did not disclose whether the foreign man agreed to her demand. Furthermore, she did not provide any updates on the legal proceedings or the compensation she had requested. In reply to a query regarding the government’s digital wallet handout scheme progress, PM Srettha, who also holds the position of Finance Minister, disclosed that a committee has been set up to investigate the matter, and more information is awaited. Deputy Finance Minister Julapun Amornvivat is expected to release further details on the wallet scheme. Elsewhere, the 62 year old Thai prime minister expressed his pleasure at Pheu Thai Party leader Paetongtarn Shinawatra’s response to an invitation extended by former Cambodian Prime Minister Hun Sen. The protest took place on Sunday, following an incident in which the Swiss man allegedly assaulted a doctor. The masses demanded that the man be expelled from Phuket and that public access to the beach, where the assault reportedly took place, be restored. The 45 year old Swiss man in question, Urs Fehr, also known as David, allegedly assaulted Tharndao Chandam, a 26 year old doctor at Dibuk Hospital in Phuket. The assault purportedly occurred on the evening of February 24, while the doctor and a friend were moon-watching on steps leading to the beach in Tambon Pa Khlok. These steps, located in front of the villa where Fehr resides with his Thai wife, were found to be illegally built and encroaching on public land, leading to an order for their removal by the Thalang district office, reported Bangkok Post. According to the demonstrators, the beach steps have become a popular spot for selfies since the incident. They chanted “Get out, David,” and sang the national anthem. Some were carrying Thai national flags while others were snapping pictures. Locals are demanding the return of Yamu Beach to the public. Somboon Sampaorat, 58 years old from Tambon Pa Khlok, pointed out that in the past people could walk along the beach. “After foreign developers arrived and housing estates went up, access was restricted.” Somboon mentioned that these housing estates replaced a forest covering between 300-400 rai, once home to wild deer and a source of forest products for locals. Suchart Jorasakul, a 56 year old man from Tambon Koh Kaew, and his friends joined the protest to demand clear demarcation of private properties from public areas. Activists from the People Movement for a Just Society (P-Move) also joined, raising banners demanding authorities return public access to beaches. Phuket police chief Police Major General Sinlert Sukhum stated that officials would consider redlisting or revoking visas of foreigners who break the law in Phuket. National police chief Police General Torsak Sukvimol ordered an investigation into the alleged assault and also into alleged misconduct by local police in Phuket. Government response Deputy Prime Minister and Interior Minister Anutin Charnvirakul warned foreigners living in Thailand to abide by the law or face visa revocations. Prime Minister Srettha Thavisin also instructed the Royal Thai Police (RTP) and the Ministry of Tourism and Sports to step up measures to ensure foreigners comply with the laws. Despite the initial charge of assault against Fehr, an initial probe found no cause to revoke his visa. A complaint was also filed against Phuket Peninsula Estate Co Ltd, which manages the villa project, for encroaching on public land, and it has been ordered to dismantle the steps within 30 days. Meanwhile, local authorities including livestock officials inspected the Green Elephant Sanctuary Park run by the couple and found it had permits to possess all the 15 animals in the compound. A devastating scene unfolded yesterday on the road from Ban Huay Duea to the Mae Moei reservoir in the Mae Tha district of Lamphun province. A white Revo pickup truck met with a grievous accident, slamming into a roadside tree with such force that it left the vehicle severely damaged. The impact was so intense that the driver, Parichat, was trapped against the steering wheel. Tha Khum Kham rescue workers and highway police hurried to the scene, armed with the jaws-of-life tools needed to extract the mangled wreckage. Their efforts were focused on retrieving Parichat, who lived in Moo 9, Tha Khum Kham, Mae Tha, Lamphun. Despite their swift response, Parichat had sustained fatal injuries. The evening before the accident, Parichat was seen parking her vehicle on the dam at the Mae Moei reservoir. Later, it was discovered that on her way home, she lost control of the truck in a curve and collided with the tree. The Committee of Relatives of the 1992 Black May Heroes also appealed to former Prime Minister Thaksin Shinawatra, who is regarded as the unofficial leader of Pheu Thai, to encourage the party to keep its promise promptly. Adul suggested that Prime Minister Srettha Thavisin should request the Cabinet to approve an executive decree that would allow amnesty to be granted to political offenders, as recommended by a previous government committee on national reconciliation. He highlighted that the public had supported the findings of a study conducted by the National Reconciliation Committee during hearings, and these findings had been endorsed by the National Reform Council. The House of Representatives unanimously approved these findings when they were later presented. Adul warned that if the Pheu Thai Party does not respond, the group will submit a petition to HM the King. “This is a way of fooling people into believing the party is serious about the promised amnesty bill push for its political benefit.
