The Move Forward Party is on the verge of being given a sideways shift by its coalition partner, Pheu Thai, as the country grapples with a political crisis caused by opposition to the Move Forward Party from the unelected Senate and heightened tensions over the radical party’s insistence on pursuing its controversial policy to amend Article 112 of the Criminal Code on lèse-majesté. It is being predicted that a new government led by Pheu Thai with Srettha Thavisin as Prime Minister may be installed on Thursday next July 27th although it will come at a hefty political price as it will see Pheu Thai abandoning key pre-election commitments and the democratic principle spoken about at length in the weeks after the May 14th General Election. In the aftermath of Wednesday’s double blow to the ambitions of Mr Pita Limjaroenrat to become Thailand’s 30th Prime Minister, the political future of the country appears to be in the hands of Deputy Prime Minister Prawit Wongsuwan, the leader of the Palang Pracharat Party and Bhumjaithai Party leader Mr Anutin Charnvirakul. It appears that the men with the political aces who can open the door for the Pheu Thai Party are both deputy prime ministers in the outgoing government. They can supply the MPs needed for a majority in parliament and a clear passage through the Senate. They are Deputy Prime Minister Prawit Wongsuwan and Anutin Charnvirakul of the Palang Pracharat and Bhumjaithai parties respectively. The two parties which only polled 4% between them in the party list national vote on May 14th now find themselves as indispensable power brokers to an eight-party coalition that achieved 75% of the votes in the same poll. Bhumjaithai Party leader Anutin Charnvirakul has revealed that the Pheu Thai Party has yet to approach him about joining their coalition to elect Srettha Thavisin as Prime Minister on July 27th next but has made it clear that his party will not do business with the Move Forward Party because of its controversial policy on lèse-majesté. Several Thai legal experts and political scientists have challenged parliament’s decision to reject Move Forward party leader Pita Limjaroenrat’s renomination as Thailand’s prime minister, insisting Rule 41, which was used to justify the decision, cannot overrule the Constitution. Professor Tongthong Chandransu, a lecturer at the Faculty of Law of Chulalongkorn University, said that he shares the opinion of former constitution writer Borwornsak Uwanno that the Constitution, which is the supreme law of the land, has a higher legal status than parliamentary meeting regulations. He said that the nomination of candidates for prime minister comes under a separate set of rules, in accordance with sections 159 and 272 of the Constitution. He added that Chapter 9 of the parliamentary meeting regulations clearly specifies that nomination of a prime ministerial candidate must be seconded by at least one-tenth of the members of the House of Representatives, or 50 MPs, compared to Rule 29 which states that a motion for prime ministerial candidacy nomination must be seconded by at least 10 MPs. Numerous foreign media outlets have been reporting on the double hit suffered by Move Forward’s PM candidate Pita Limjaroenrat on Wednesday, which dashed his hopes of becoming Thailand’s next PM. Pita was temporarily suspended from his duties as an MP by a Constitutional Court order, relating to a media shareholding case. As if that were not enough, parliament voted down his second attempted nomination for the premiership. All the foreign media outlets described him as the general election winner and his party as sweeping up more House seats than any other party in the May general election. They report on chaos outside the parliament building on Wednesday, caused by Pita’s and his party’s supporters in reaction to what had happened inside. The media foresees more possible protests and turmoil in the near future. CNN reported: “Thailand’s parliament blocked the prime ministerial nomination of the winner of May’s nationwide elections, Pita Limjaroenrat.” It also branded Move Forward as a progressive party and Pita’s case as a blow to its future. BANGKOK (NNT) - The Thai government is rolling out the new L6 and N3 formats of government lottery, following earlier endorsement by the Cabinet. Related agencies are introducing the necessary regulations and rules, before officially launching these new lottery products to the general public. The caretaker government has continued to work towards introducing L6 and N3 government lottery formats to the general public, in an attempt to improve the government lottery program and its revenue stream for the state. The two new lottery formats are the L6 six-digit lottery, and the N3 three-digit lottery. Both of these lottery programs differ in terms of availability and rewards. Deputy Government Spokesperson Rachada Dhnadirek revealed the Cabinet in its weekly meeting yesterday approved three draft announcements and ministerial regulations regarding these new lottery products. According to these draft announcements, N3 lotteries will be sold only through online channels. This lottery type provides rewards for those with matching numbers in certain digits. Meanwhile, L6 lotteries will be available on both online and offline channels, with 14,168 winners across reward categories fixed for each drawing. The difference between L6 and N3 lotteries is the option to accumulate rewards from a drawing cycle with no winners with the next cycle. The accumulation is only limited to two consecutive cycles, after which any unclaimed rewards from the previous month will be taken as state revenue. Pheu Thai Party Emerges as Leading Contender to Form New Government by Krajangwit Johjit BANGKOK (NNT) - Pheu Thai Party has taken a significant stride towards forming a new government as parliament rejected a bid to renominate Move Forward Party (MFP) leader Pita Limjaroenrat for a prime ministerial vote. The rejection was based on Regulation No.41, which prohibits the resubmission of a motion that has already been rejected during the same session. During a lengthy debate, lawmakers argued that Pita’s previous nomination for the position was already turned down by parliament on July 13 when he failed to secure the necessary majority vote in the initial round. With this development, the Pheu Thai Party has positioned itself as the front-runner in the race to form a government. Observers are now closely watching whether Pheu Thai will continue its alliance with the MFP, as outlined in their memorandum of understanding (MoU), or if it will seek to create an alternative coalition by including parties from the outgoing government and excluding the MFP. However, three parties from the current administration, namely Bhumjaithai, Palang Pracharath, and Chartthaipattana, have expressed their opposition to the MFP’s plan to amend Section 112 of the Criminal Code, known as the lese majeste law.
