A lot of good points here. There are a few laws that could solve a lot though.
1. You must have residence papers to apply for a visa at one of the consulates.
2. Your visa extension must be from the office that matches your drivers license.
3. Once you leave after an extension, you need to stay out for thirty days.
4. Automatic bank notifications of the monthly bank account balance.
5. Produce work permits on demand.

Maybe start by enforcing the current rules first. Bounce the border bouncers and arrest the backdoor agents. Then start on reforming which visas they would like to offer.
My wife just did this. You need to get AIS to release the number so DTAC can pick it up. I for get the details but it starts at AIS.
AIS is OK but their customer service is terrible.
I would not use EVA, on this route only because the flight to Taipei is heading the wrong direction. You are adding time for nothing.
