Staffing ratios should be fixed (UK is, or used to be 8:1, unless it is a term-time ski trip then management have to go and it drops to 1:1).....parents cannot be counted as part of the staffing ratio......it is recognised that in any traumatic event they will focus on one thing only....their own child/children.....but they can certainly go and help....but they cannot be counted upon come the crunch.
