The comparison can't be made. You're asking what would happen in a real democracy in a Western country. Obviously it wouldn't be tolerated in the West. Also, the main purpose of the ID card mentioned by the OP appears to be to provide verification of your valid visa status as per the subject of the topic "Long-Stay Visa ID Cards For Foreigners".
