The apartment block may have its own transformer. Yes, the earthing arrangements would have to be verified.
One note on the 20 ohms earth contact resistance if it can be attained it would still not be low enough to trip an overcurrent device (MCB) on an earth fault in less than 0.4 seconds. However using RCDs the tripping time would be reduced to less than 0.2/0.3 seconds.

An RCD will provide superior "earth fault current" sensing and response time, compared to a conventional MCB. Hence a circuit protected by an RCD device during a fault provides suitable touch voltage protection.
Earth bonding ( equipotential bonding) reduces the effect of touch voltage also.
20 ohms is for TT systems (IMO), which would not operate any MCB's under fault in time specified
0.1 - 0.5 TNCS/TNC/TNS systems, will trip MCB's providing the cabling has been installed correctly, ie correct size and length for the job

Listen guys this is serious stuff, and should be left to the experts. Cable sizing is another major factor here in LOS, which can be inherent of many a fire coupled with wrong size and type of MCB. The shower must be earthed, and indeed the earth needs to be tested, to make sure it is stable and of good quality, in the UK, we would be looking at between 0.5 - 20 ohms, in practice here in LOS the readings will be much much higher, and anything over 200 (IMO, and BS7671) is considered unstable, although a reading of 1667 ohms would work with a 30 mA RCD. These devices need to be tested and on a regular basis, and not just by hitting the test switch, appropriate equipment must be used. Its your life!

Of course we are assuming a lot without Endure to tell us what hardware is involved. However, I would think it is safe to assume that if Endure's mate is looking for a way to set up a WiFi signal that will reach his room, that the remote device in his room is already WiFi capable.
And as mentioned, adhoc connection will only work between two windows PCs. If the guy wants to use an android device, iPhone, Mac or some other device, then a proper router will be required to manage the connection. I've never seen a USB Wifi stick that has this functionality.

Once again, replies above are not exactly correct.
I'd imagine that there is a desktop PC located at the router / switch point.
If both PCs are Windows, a USB Wifi "Stick" could be used on the desktop PC to create an "adhoc" connection between it and the remote PC / laptop.

Fairly recent law by the way (last 50 years), my friend who is age 60 and born abroad, doesn't have such restrictions on his citizenship.
If you are a pregnant British woman (or have right to reside in the UK), best to travel back to the UK and have the baby.

In answer to the OP, It is my understanding that if one of the parents has a visa the child is entitled to stay under that visa.

Child is British with right to reside in the UK but can only pass on citizenship if, children are born in the UK.

Let us know how it goes, however without any form of earth leakage protection such as an RCD or Safe-T-Cut (that's the beastie with the Test button) you are still in a less than safe environment.
You should get one installed as soon as possible, a whole house unit would be easiest for the building people to install for you.

Good luck at figuring out Asian wiring... I have no trouble with light switches, though. If they are up I turn them down and if down I turn them up. Pretty simple concept.

buying a new switch and installing it. As has been mentioned, this is a job that anyone with a screw driver and enough brains to turn off the circuit breaker can do.
This would be illegal in a lot of countries I suspect, I know it is in Australia.

For a while, I worked in an office outfitted with these motion detector switches. Right when you were alone, engaged in deep thought, maybe reading something, the lights would go off. The maintenance people said the solution was to wave your arms wildly when the light went out. Really interrupted your train of thought
the latest ones have 'microwave' technology, and work on heat, which overcomes this problem

6 years and I still get confused with the light switches.
The electric wiring in Thailand is supposed to be BLACK live and GREY neutral, the alleged electrician that did our house wiring made all GREY wire LIVE, and so again coming from the UK myself I prefer that, as it is common for older electric wiring in UK to be a BLACK neutral.
Im the same still have to think every time, and my biggest problem is the other wire that earth thingy, very rare is that to find
I have presence detectors fitted, no light switch required.
For the simple reason, that my wife would always leave the kitchen/bathroom, or whatever room she walked into on!
with lux adjustments, and movement adjustments, they are excellent, will only come on after a certain level of light, and will go off after a set time with no movement!!

The fact that it has gone to court is very serious indeed, you must stop it going to court!, now you have to pay the Judge and immigration to stop deportation

Indeed you are right the Electrical systems in Thailand are shocking, and people have died in hotel showers. This just highlights the point that the electrics do need to be tested on a regular basis
