  2. PEA inspects before giving you a permanent meter or permanent account.  At least they did so twice for rural CM builds,  Mae Rim and Mae Faak Mai.

     

     

    Your contractor or electrician may have taken care of it.  It is just a brief look about and a few questions. Re the following quote

    Why not, it’s easy to find rocks and sand plus if they can’t visit a real one pictures will suffice.

    You paid the fees.  They are not yours anymore and never will be.

     

     

    Waisting time here.  Should be working with your neighbor home owners but easy to see why that may not be happening.
