The contractor has "forgotten" to install an Earth/Ground rod.
He's covered the wire with dirt and called it a day.
So what else has he failed to do or done incorrectly? This should be a very real concern. Shoddy welding, left out half the rebar, glue all pipe joints …..

I was living on the property both times and never seen any inspector,
when i got the building permit they said they would come out but no one
ever showed up.Of course this is Thailand and things vary a lot over here.
I was there when the electric was turned on and every thing worked fine.
Did you see them put the dead rat in your septic tank?

PEA inspects before giving you a permanent meter or permanent account. At least they did so twice for rural CM builds, Mae Rim and Mae Faak Mai.
Your contractor or electrician may have taken care of it. It is just a brief look about and a few questions. Re the following quote

Both houses build with a permit and drawing by architect.

Why did you plan a project with your students and have no idea how to do it? No idea where they can physically see one, and then no idea where to buy what you need to make it. Sorry but it just makes no sense.
Why not, it’s easy to find rocks and sand plus if they can’t visit a real one pictures will suffice.

but I wanted to check to see if there are alternatives.
You also wanted to complain about past service. Couldn’t have just left that out?

Really, you think people here are concerned with their popularity? You are in a lonely space.

Unreasonable to expect that here, units would not normally be sized for that.
Are your water heaters making water hot enough?

As previously mentioned, there are only two options to apply for a JP. LDA Section 44 with the Developers support when the Developer is discharged from maintaining the common facilities at his request and Section 70 without the Developers support when the Developer fails to maintain.
How many times are you going to post that when several posters have told you it is incorrect?
You paid the fees. They are not yours anymore and never will be.
Waisting time here. Should be working with your neighbor home owners but easy to see why that may not be happening.
