The carpark at the Big Buddha may have contributed to this starting as it appears a sinkhole developed and then the soil on the hill side gave away. The water may have been running underneath the tree / forest growth and continually washing the soil downhill. This is likely why the hillside growth failed. Sue the carpark developers and contractors.
