Start with a Non Immi O Visa and you'll have no problems applying for an Extension (not a Visa) based on Retirement by meeting the Conditions' at any Immi Office (even Jomtien).

What you do outside of Thailand doesn't matter a jot - you are retired within Thailand.
The Thai Embassy in Canberra Australia issues an OA Visa for only one reason - retirement in Thailand.
They call it a "Retirement Visa" - they are Thai, you pedants are not!.

I use the combination method.
You require income (certified by your Embassy) plus bank funds (seasoned for some Immi offices) certified by your bank, together totaling 800,000 baht.

This is my actual experience.
Your passport is not stamped to allow entry into that port unless you apply to do so onboard.
To exit the ship you need a stamped passport and a Ship's exit/entry card.
Both are checked on entry and exit and your passport is surrendered for a Thai exit stamp.
They are meticulous on who is allowed on or off.
Befriend the Purser early!
They wont accept tips but love compliments and particularly submitted favourable Good Job forms.

The Ship is in Thai waters but you are not unless you leave the sanctuary of the Ship (which many choose not to do).
This is not a boat where different rules no doubt apply.

I've been on cruise ship to Phuket.
If you want to disembark, you submit your passport the night before, book your choice of excursion, or free choice, and receive your passport back and stamped for entry on disembarking.
No stamp no disembarkation.
If you don't want to disembark, do nothing and stay on the ship, eat, drink and swim without crowds in the sanctuary of the ship's registered country - not Thai waters!.
Relax - you think too much.
Enjoy the cruise - I did twice.

"Retirement" is a state of mind and you can change your mind when you wish, as long as you don't work in Thailand on a Retirement based Extension or Visa.

I've always treated that section as a TAT survey for tourists and not an official Immi requirement and will continue to ignore it.
IIRC the ones about 8-9 years ago said "optional".

As I understand if you have a new passport or a new Visa you need to make the first 90 day report in person at the office.

If you ever live here Aditi you'll find that if you're not Thai your opinion is of no consequence to the hierarchy.
If you are Thai, your opinion is not considered unless "connected".
Learn that and live with it no matter how high an opinion you may have of yourself.
Otherwise stressing about things you can't ever change will kill you.
Indians are not well regarded by the Thais due to past behaviour and a tendency to ignore the Rules.
That is purely an observation over 10 years and not a racist comment.
