  1. It's already very sad that Thailand is using the western evils like camera's for lane changing and speed camera's , now ridiculous western standard high fines . Thailand is not "the land of the free" anymore. I sure don't want the western repression on drivers to fill the state of police coffers . Safer roads ?  Very unlikely . Thailand number 1 on road accidents ... depend on which numbers you believe : http://www.worldlifeexpectancy.com/cause-of-death/road-traffic-accidents/by-country/

The way you wrote your you implied I was having a problem which I am not having.

Looking at your screen shot it seems that IE is using a high percentage of your CPU. That can also cause performance problems.

I suspect the OP is using a old system that may of reached its use by date. Earlier this year I built a new one since my old one was giving problems using some sites and apps. I thinks some of the problem was all the upgrades to Windows were just to much for my old system. Microsoft suggests systems older than 3 years old can cause problems with Windows,

I'm still on XP 2 GB Ram 5400 rpm HD , with an old FF browser with adblock , no problem even with a lot of tabs open , no ads and no 5 seconds wait even with JS on, CPU barely working . If I use another recent browser , CPU spikes and browsing slows down . If the OP is using an older OS , try other browsers first before adding more memory or "upgading" .

Not necessarily so.   Those people who have been stripped do not have access to current classified information.   Should even a mundane consultation by a current director of the CIA be wanted, it no longer can.

Anyone who has worked in any administrative position knows that there is a lot of carry over from one administration to the other.

I certainly got calls for quite a while about particular situations and wanting to know whether this or that had happened in the past.   If the new people needed to fill me in, they could do so, as long as I had a current security clearance.

Well he can be consulted over things that happened during his time there but with no access to clasified information , new or old . Especially when he missuses his knowledge like this happy looking guy does :
