A 65-year-old Chinese company executive wanted in China over an alleged sugar trading fraud involving more than 20 million yuan, has been arrested at a condominium in Pattaya.
The suspect identified only as Chen, who was described by police as the executive and controller of two Chinese trading companies, was detained on 27 September at a condo on Pattaya-Naklua Road in Naklua, Bang Lamung district, Chonburi.
The arrest was carried out by officers from the Crime Suppression Division's Commando unit and Immigration Bureau investigators. Chen was wanted under an arrest warrant issued by the People's Republic of China on a fraud charge.
Sugar contracts allegedly not fulfilled
Chinese authorities received a complaint against Chen in August 2025. The allegation relates to sugar purchase agreements signed between March 2023 and January 2024.
Police said Chen used the two companies to enter into sugar sale contracts with a major victim, despite the businesses allegedly having no ability to obtain or supply the products promised.
After the victim transferred payment for the goods, totalling more than 20 million yuan, Chen allegedly failed to deliver any sugar under the contracts.
Investigators examining the financial trail found that the money received from the victim was allegedly used to service existing debts and for personal spending. Police said Chen then travelled to Thailand, taking remaining funds with him before going into hiding in Pattaya.
Detained pending return to China
The Transnational Crime Suppression Centre, working with the Immigration Bureau's Investigation Division, traced Chen to a condominium in central Pattaya before moving in to make the arrest.
He was subsequently transferred to the detention room of Division 3 of the Immigration Bureau Investigation Division. Officials are preparing to send him back to China to face further legal proceedings.
