Local public organizations preparing to implement 20-year national strategy

UDON THANI, 20 September 2017 (NNT) - The Office of the Decentralization to the Local Government Organization Committee (ODLOC) are readying local government agencies in the upper northeastern region for the implementation of the 20-year national strategy and the transition of Thailand.

A seminar was held in Udon Thani province to prepare local government agencies for their new responsibilities under the 20-year national strategy and the 4.0 transition plan. The seminar was presided over by Udon Thani Governor Chayawut Chanthorn.

Experts from the National Institute of Development Administration and Thammasart University were invited to give speeches about the decentralization of the government power to 315 civil servants from Udon Thani, Nong Bua Lamphu and Nong Khai provinces. They were also introduced to the 3rd decentralization plan developed by the ODLOC.

According to ODLOC Director Chuencheewan Limteerakul, the plan, approved in August, will be soon revised and proposed to the Cabinet and the National Legislative Assembly for review.

It seems odd for the generals to be pushing ahead with their 20-year Plan, knowing it could be radically revised or even scrapped by whichever party triumphs in next year's general election.

Or do our military minders know something the rest of us don't?

They will only allow an election which gives the result they want, so they have set up a system that it will take a revolution to change...

It can't be.

It is legally binding on all governments subsequent to the Prayut government (followup coupes excepted of course). Changes or scrapping the Plan would be unconstitutional as provided by the 2017 Constitution written under the direction of the .... junta.

Thus, to revise or scrap the 20-year plan would require a constitutional amendment that must have the support of the military appointed (including NCPO members as ex-officios) Senate.

Thanks for the link. I suspected as much. Shades of sleeping Gulliver and the crafty Lilliputians.

So the only real hope is if the military factionalizes
