October 13, 20178 yr "Gen Boonsrang said the police reform committee has reached a conclusion on the annual promotion of the police personnel, as recommended by a subcommittee on personnel administration. The annual police promotion will be considered by a committee, he said." A committee? How many people will ambitious officers have to bribe? If they drive up the price of promotions, the size and number of brown envelopes will have to go up.
October 13, 20178 yr OK So are all the police chiefs and seconds being audited based on salaries ? No therefore there is no reforms as there are hundreds maybe thousands of thieves and criminals operating with impunity. Just like your crew that are in on the action. Elections and with some luck a real PM will bin your crap.

However any elected government (if that ever happens) with real power (not under the military constitution) will be wary of tackling police or military reform until democracy is well established.
