Chiang Mai liquor laws 2-5PM

I am trying to establish what are the laws/rules governing the selling of Alcohol at the following type of establishments between the hours of 2-5PM.

1. Pubs with no food on the premises.

2. Pubs where food can be brought in from the cart outside.

3. Pubs where food is served.

4. Restaurants where alcohol is available.

5. Hotels (resident or walk in).

I have tried many searches but I am having great difficulty finding any "authoritative " links to answer the above questions. Positive answers, with links if possible, would be much appreciated.

Please note;

I know there have been many discussions on where to drink outside the legal hours and how to use "Tea Money" etc to do so, I am not interested in that aspect of the subject. Nor am I interested in the "can you not stay off the juice for three hours" responses etc; either.

I am also aware of the 2-5PM no sale (except bulk) rules applicable to shops and supermarkets and how to use "Mom & Pop" shops. I am only interested in the laws governing drinking on site.

You can buy alcohol from 11am-2pm and 5pm-midnight.

It is the same law for everyone, and everywhere.

The bulk buying outside of these hours was stopped a few years ago by our dear leader.

It's Thailand, the rules are firm but flexible.

I thought you could buy alcohol with food in restaurants but not if they were in a shopping mall, e.g. you can't buy wine at Sizzler between 2 and 5 but you can at David's Kitchen(and in hotels)? And you can't buy alcohol in any shops in between those hours.

It is not a new law, but is being enforced more 'enthusiastically' in Chiang Mai.

The 'is food being served' has no relevance in Thailand. That was a loophole under UK drink rules.

There are sometimes exemptions for tourist areas, but this just seems to be Pattaya and Phuket.

More and more Chiang Mai restaurants, both Western and Thai, that used to serve alcohol between 2pm and 5pm are not doing so now.

Here is a useful link from 2011,

Since then the exclusion zone around education establishments and temples has been brought in. Cant recall if its 250m or 500m. The measuring tapes have been out, and some establishments have been 'Grandfathered', allowed to continue trading if they fall in the zone. But new applications may not be treated the same way.
