By husband - previously employed in Thailand is relocating to Singapore for work reasons.  I will stay behind with my children who are attending international school.  I plan to convert my extension from dependent to quardian and children to education extensions.  Can my husband fly back to Thailand twice a month (for weekend) to visit us using visa on arrival.  American pasport holders.

Yes. I have a friend that works in Cambodia and fly's back to Thailand every weekend. He has been doing this for years without any problem. Immigration are more interested in the time spent in the country rather than the number of entries made.

 

He would receive a visa exempt entry (no need for a visa), not visa on arrival.

Your husband should no have a problem getting a visa exempt entry (not a visa on arrival) twice a month for weekend visits. He should have the equivalent of 10k baht cash to show in case he is asked for it.

You will be applying for an extension based upon being the parent of a child attending school (there is no guardian extensions). I assume you are aware that you will need 500k baht in a Thai bank for 30 days (90 days after that) to apply for the first extension.
