Pretty sure the gold market is completely controlled in Thailand and that every kilo imported is under government authorisation. Yes the gold shops sell bars here and the gold shops fix the prices for all the shops and post these inside the shop. The local price only varies a few percent from the international price yet astonishingly I cannot count how many times I have read in the Bangkok Post over the years of large quantiies of smuggled gold being found hidden in clothing and confiscated by Customs. Seems madness to risk losing millions of dollars to make a few thousand. PS above info is not guaranteed to be completely accurate as never traded in gold here in Thailand. Even if Thailand would allow you to import the gold, and even if you dealt with a reputable broker in Thailand, you would come out ahead financially by selling your gold bars to Kitco.com (or to a similar broker in Europe).
