The power to sign off a crime case file to be proceeded to the public prosecutors will in the future rest with the chief inquiry officer of each police station instead of the superintendent of the station as it has been the case for years.

 

Mr Kamnoon Sidhisamarn, spokesman of the panel charged with scrutinizing the National Police Reform Bill, said Saturday (April 28) that the panel agreed to amend the bill, which will see the authority to sign off a crime case file prepared by police inquiry officers at every police station to be transferred from the superintendent of a station to a chief inquiry officer of the same station.

 

The power shift is meant to guarantee the independence and professionalism of police inquiry officers, said Mr Kamnoon, adding that the amended bill will seek to create a new post for the chief inquiry officer at each police station besides the superintendent who is the chief of the station.

Seems to me that people on here ( not you as you love the place so much ) bang on about the police force in particular.

A new reform is introduced and still people want to have a go.

Cant have it both ways.

I realise back home everything is perfect. 

One of the prices expats have to pay for living in a country where the cost of living is comparatively cheap as chips is that institutions we believe should be inviolate are sometimes tainted.

I ( nor the very many thai and farang I know ) have never had a bad experience with plod and nor do I sit in an armchair and pontificate on how bad they are based by comparing  with what happens back in ' the best place in the world that I left behind'. I  get on with life and when I dont like something I have the courage to vote with my feet.

We should consider ourselves very fortunate that we have been allowed to reside in this fabulous country and to have the right to reside back in developed western countries should rhings not work out. 

That we have a choice is something 99% of thais dont have and rightly they resent expats and tourists belittling their country.

The entire RTP is structured like a ladder. You can skip some steps up the ladder but there's still the top step. That's all this reform does.

The whole of Thailand's police is under the control of the national police commissioner and committee. When military coups occur, they need only include a former NPC to step in to control the nation's police forces to assure cooperation and loyalty with the State leadership.

The RTP needs to be decentralized as a minimum down to the Province level, if not to the town district, as the "top step." Make the leadership elected as are the provincial governors and directly accountable to the citizens and their taxpayer funding. 

The decision to prosecute is not to be taken by any level of the police pillar.

 

The decision to prosecute must be taken by a pannel of judges but mainly the suspect must be given a fair trial or at least a pre-hearing by a judge within 48 hours of custody, as done in many developped nations.

 

Of course, the bad part of this is that one will not be able to bribe one's way out of jail:sorry:

Removing this time consuming chore will presumably allow the Superintendent to expand his moonlighting and other income producing operations outside the station. Just as some have already admitted that their RTP job is only a sideline to their real job.

mate, you really have no idea or are simply using your hand way too much. All the evidence put up on thai news is enough by itself to show how bad they are, you seem to be forgetting the millions of baht involved in the promotions  of officers, the graft that is openly flaunted by many of them, the way they refuse to attend any problems unless they get a kickback, all the tea money grabs they do on roads, the way they handle investigations and favour the highest payer, your ignorance is simply beyond a joke, your comment just goes to show how pathetic people can be when trying to suck up and be an apologist for others, the thai police are a total joke, only an idiot would not accept this fact
