CHILDREN with intellectual disabilities are at greater risk of sexual assault than their peers, hence parents, guardians and teachers should help them learn social skills that include how to deal with touching or inappropriate actions by others, Mental Health Department officials said on Thursday.

 

Their comments came after reports that a 40-year-old Samut Sakhon native is being sought by the authorities for allegedly assaulting and raping his 11-year-old autistic stepdaughter. The stepdaughter was rushed by a taxi driver on Tuesday night to a Samut Sakhon hospital in an unconscious and bleeding state. 

 

A police source Thursday said the man had been arrested in Phetchaburi and sent to face prosecution in Samut Sakhon.

 

About 11,000 youths had sought treatment after sexual attacks in 2015, revealed department director-general Dr Boonreung Traireungworarat, citing a Public Health Ministry report based on data from 523 hospitals. He said most cases involved girls being raped, with nine out of 10 committed by people close to the victims. Children with intellectual disabilities were at increased risk of sexual assault or molestation because, while their physical growth from age nine to 15 is the same as others, they are behind in terms of their ability to take care of themselves, interact with others and deal with uncomfortable or difficult situations, he said.

 

“Most worrying are kids with autism, because some may have an inappropriate approach to others,” he said, adding he has sent a Mental Health Crisis Assessment and Treatment Team to help the 11-year-old and her family.

 

Samut Prakan’s Yuwaprasart Waithayopathum Child and Adolescent Psychiatric Hospital director Dr Noppawan Sriwongpanich urged parents and teachers to take close care of kids with intellectual disabilities. They need to learn how to interact with others, keeping a distance for self-protection such as knowing to refuse inappropriate advances from others, including letting others touch their private parts or themselves touching other people’s private parts.

 

The 11-year-old girl was lured by her stepfather from her grandmother’s care in Ang Thong on Monday to visit her ailing mother at a hospital. He later allegedly took her to be raped at an abandoned townhouse in Samut Sakhon, 300 metres away from where he hailed the taxi for the girl, according to police. 

 

The girl’s mother, who was being treated for severe kidney disease at Pho Thong Hospital, was reportedly being treated for shock. A psychiatrist will treat the mother, who does not wish to speak to media, said hospital director Prasart Limdul on Thursday.

 

The girl’s class teacher said the youngster had a cheerful personality and had told her on Monday that she would visit her mother at a hospital before the stepfather picked her up that afternoon. The teacher said a classmate of the victim told her that the stepfather had previously molested the girl.

 

Police sought the suspect at his parents’ home in Samut Sakhon. The suspect’s father reportedly told police that the son returned home to change clothes after the attack and was in an agitated state before leaving the house shortly afterwards.

 

“He always looks tired and agitated because he is a drug abuser. On the accusation that he raped his own stepdaughter, I believe that he did it,” the father said. “If police can locate him, just arrest him and send him to jail.”

I am a stepfather. And an uncle like most men are, and not a child molester. Perhaps your advice should have been. Protect your children and be aware of sexual predators whoever they may be.

As a father, caretaker and stepfather of seven children, all adults now, I can only agree with you.

These slurs on stepfathers in general is very offensive for most, or nearly all, stepfathers that do things good.

It is those few bastard stepfathers not doing good that should be singled out.

Its just that stepfathers and uncles have more access. So its only logical to check them more then someone without access. You should not take it personal.

Too bad you take it personal but given the string of fathers - stepfathers being caught now it shows they are a high risk group.  That does not mean everyone the good outnumber the bad but still all in all they are a high risk group. Anyway I can understand your feelings but maybe its better your feelings get hurt then an other young girl by her stepfather or father or uncle because nobody ever warned the mother about stuff like this. Its too bad as usual the good suffer under actions of the bad.

Unfortunately there is another aspect to consider here: the lack of parental guidance and care. I would never give my child in care of another man to spend time with him alone. Especially not if my or any kid in the hood is disabled. Experienced two similar cases  in my wife's family. The oldest rapist was 71 and his son bailed him out.

My logic is......... In ANY CASE involving 'kid's safety'.......... Do what needs to be done and don't give a second thought to 'somebody's' feelings getting hurt........... Be concerned with the KIDS before somebody's feelings.......... 

MY humble opinion..............

And the law should lock these people taking advantage of such children for a long, long time (preferably life)

The problem with singling out step fathers is they are not a particularly high offending group, more children are abused by other relatives, family friends and other known people than by step fathers, they are actually the lowest offending group.

 

Safety Survey (2005) indicated that for participants who had experienced sexual abuse before the age of 15, only 13.5% identified that the abuse came from their father/stepfather, 30.2% was perpetrated by other male relative, 16.9% by family friend, 15.6% by acquaintance/neighbour, and 15.3% by other known person

Big difference  is most of the posters are ex pats or non Thais. This Thai girl was raped

I'm fully in agreement and will add.............

Those figures have likely changed a bit (or a lot) in the Past 13 years....... But even that percentage is an important 'indicator'........ 

So it boils down to if you are a dad/stepdad you may be observer in some ways..... But that is no cause to push the 'panic button'.......... a single glance should show that you are a 'great' parent or not..... ONLY parents with something to worry about should feel any concern over being observed.........

A few 'School shootings as well as rapes' could have been averted (stopped) if observations had been followed up on..........

And other Male relatives and friends should be lumped in with the list........... Don't spare anybody's feelings when it comes to keeping our kids safe.....

Calculation errors can happen but it’s actually 30 ish per day.

The guy said stepfathers and uncles... now add uncles to that and you got quite a big offender group.

Fathers and stepfather make up 13.5% together, and all other male relatives make up 30.2%, so you have no idea what percentage uncles and stepfathers make up together.  

 

People assume that stepfathers are more likely to abuse than biological fathers, but it isn't true, biological fathers are more likely, yet we never hear anyone suggest keeping an eye on fathers, just stepfathers. 

 

In contrast, the most common perpetrators of sexual abuse were persons other than parents or parents’ partners (40% of sexually abused children). Fewer children were sexually abused by a biological parent (37%) or by nonbiological parents or parents’ partners (23%).

I don't know! If I was the Mother and knew my Husband was a know Drug Abuser, that would be enough warning for me to keep my daughter away from him. The Grandmother to! 

 

What surprises me about this whole story the most is that nobody seems the least bit surprised that the Stepfather (may have) raped his Stepdaughter.  Not the father and I suspect the rest of his family of this Stepfather for sure. Or the teacher who knew (before or after) this child was already sexually molested by this Stepfather. The victims friends. And the list goes on and on. 

 

The problem lies in that the victim did tell certain people this was going on but it fell on deaf ears. I am sure this is the case many times over. Where the Good suffer under the Bad actions of others, or more like the lack of actions by others. 

 

Adult people in contact with kids on a regular bases like teachers, need to have some special  training on how to deal with this and the kids that report this to them. Perhaps also a special police force to deal with the complaints and take this more seriously so they can deal with this when this information is provided to them.

 

The Higher Molester Cases may not mean that this is happening more often. It more likely means that they are being reported more often now. That people are becoming more aware of this and now reporting it. Instead of sweeping it under the rug. .
