I would like to know if a person possesses a "chanote" or title deed to a piece of land in Chiang Rai that was issued way before it was declared as "Agricultural Reform Land" - it is assumed that the land owner has the right to use the land for residential/commercial purposes, right? Can the land owner (who has a "chanote") build a resort/hotel on that piece of land (which is currently declared as Agricultural Reform Land)? If the definition of "commercial property" is this: commercial property Property that is used for business purpose only And a “hotel” is defined as "all lodging premises, established for commercial purposes to provide temporary accommodation to a traveler or any person for consideration". Does a hotel/resort fall under the category of "commercial purpose"? I can't seem to find a clear and accurate definition of what "commercial purposes" actually means in Thailand, certain things seem to be a little vague. Would appreciate if anyone could provide some constructive legal advice regarding this issue.

A title deed is not automatically a Chanote. There are many categories of land title and only 1 is a Chanote. The exact name of the title deed will give some indication of what can be done with it this is what is on the top right corner of a Chanote title deed
July 29, 20187 yr Only the three top land title titles allow you to build commercial enterprises, Chanote (Nor Sor Si Jor), Nor Sor Som Khor and Nor Sor Som Gor. Condominiums can only be built on Chanote land.
