Best to transfer extension to new PP in Bangkok or at the border?

I depends upon the extension you have.

If on a short extension of stay such as a 30 day extension for a tourist visa entry it can be done on departure from the country.

I on a 90 day or a one year extension it needs to be done at a immigration office.
