Depending on your need for Immigration. Patong office can handle most things, except the annual extension. 

The bus from Patong ends at Ranong Road in Phuket Town.  You can certainly walk to the Phuket town Immigration Office (about 45minutes).  I would advise you to take the motorcycle taxi.  You can also take the motorcycle taxi back to the bus terminal after your business at the Immigration office.  A couple of them are usually found sitting around at the entrance.
