I assume she is aged under 50. It is tricky. If money is no object, the easy approach is to get a visa under the Thailand Elite Easy Access program. For a year or so, an education visa is a possibility, though often a major hassle. It is also possible, with some fancy footwork, to get a series of tourist visas at various consulates close to Thailand, with the need for frequent visa runs to get them.

Yes indeed, particularly if the OP's girlfriend is young and attractive. 

If she is, then as stated there is no easy option unless money is no object. In order of cost and freedom from hassle, an Elite visa is favourite but costly, an Ed visa less so but demands a certain commitment, and bringing up the rear, the tourist visa-run shuffle every three months - but as a Filipina there are obvious difficulties with that solution.

If you are employed in Thailand or on a retirement extension, you could perhaps marry her and have her as your dependent?

I have found no other legal solution.

PC above just gave you another solution. I have had my Filipina here with me for more than ten years.

I know many Filipinos here; including my wife, brother-in-law, sister-in-law, four nieces and three nephews. All of them are here legally, six as teachers and four as dependents. Through them, I am acquainted with many other Filipinos who have been here for years as teachers, hotel-restaurant  workers, and missionaries; several of whom have raised their children here. They all appear to be  legal too

 

I am also aware of several other Filipino workers and entertainers who are quasi-legal here; meaning their visas are some form of tourist or education, but they are working. Of course, working makes them illegal.

 

Well, now you know the basis of my opinion. Except for my relatives, I cannot be sure of their legality; I have not seen their visas. What is the basis of your opinion that most Filipinos here are  here illegally?

The Vientiane Thai embassy is full of Filipinos applying for visas, they usually go  through agencies, so someone they manage to do what a lot of Farangs do, keep doing visa runs.
