Yep, called a bed skirt. Not normally a part of the standard Thai sheet sets here, AFAICT.

 

If you're in Pattaya, you might check at someplace like Robinson's or Central Department store in their bedding sections, and of course, know the type/size of bed you have.

 

Take your photo on your phone or such, just in case the staff you encounter there don't speak much English or don't know the term "bed skirt."

 

BTW, I don't know of any Thai bed size that's exactly square, as per your 2M by 2M mention above.  Here's the way their sizes run.

Normally believe they are made to order by self/maid or perhaps a dressmaker or curtain shop.  Materials (much nicer than shown) can be obtained from Chinatown here in Bangkok so suspect some fabric shops will have in Pattaya..

Lazada website sells some but I agree with Lopburi3 that you could also have them custom made; in that case you could select the exact fabric/color you want and the fit will likely be better.

If you walk out the doors of Tukcom at Studio 7 there is a wholesale linens store that sells bedsheets, duvets, duvet covers, pilowcases, etc.  Might be worth a shot.  Prices are good and product decent.  I hope that's the right door but not difficult to find if you look out each of the doors.  

 

If all else fails Central Department store will definitely have what you are looking for albeit at a substantially higher price.
