EU summit to lay out end-game plans - Tusk

BRUSSELS (Reuters) - European Union leaders will discuss how to wind up negotiations with Britain on its withdrawal from the EU when they meet in Austria on Thursday, summit chair Donald Tusk said on Tuesday.

 

Warning there was still a risk that talks could collapse, European Council President Tusk said a summit lunch in Salzburg, once British Prime Minister Theresa May has left, would be briefed by EU negotiator Michel Barnier.

 

In an invitation letter to leaders, published by the Council, Tusk proposed the 27 leaders focus on three issues:

 

First, they would discuss how much detail to bind the EU and Britain to in a political declaration to accompany the withdrawal treaty, laying out the shape of a future relationship on trade, security and other matters. The less they can agree on yet, the shorter such a declaration is likely to be.

 

"Second," he said, "we will discuss how to organise the final phase of the Brexit talks, including the possibility of calling another European Council in November."

 

Diplomats say they are expected to hold a special Brexit summit in Brussels in mid-November.

 

Third, Tusk said, the leaders should "reconfirm the need for a legally operational backstop on Ireland, so as to be sure that there will be no hard border in the future". This is the main point of disagreement with London at present and refers to efforts to monitor post-Brexit trade with the British province of Northern Ireland to avoid reviving political violence there.

 

"Let me recall that limiting the damage caused by Brexit is our shared interest," Tusk wrote. "Unfortunately, a no deal scenario is still quite possible. But if we all act responsibly, we can avoid a catastrophe."

That is NOT what Tusk said.  He meant it would be a catastrophe for both parties.

It's the decision time for the UK. They know the basic EU values and rules. After all they have been defining those rules. Whether UK wishes to be a hangaround member or have full separation from the union is up to UK now.

 

The only good thing about these 'negotiations' is that it's soon all over.
