Is it possible to enter Thailand on a visa exempt, apply for a non-o visa based on retirement, get this 3 month visa and then leave Thailand after 3 months and repeat this let's say a half year later?

Probably yes, but it wouldn't make any sense to do that. If you are going to go to the bother of applying for the non 'O' you might as well apply for a 1 year extension of stay towards the end of the 90 days. If you need/want to leave during the year you can use a re-entry permit/s.

But what I understand you will ONLY get this Non Imm "O" if you are looking for, to go on with applying for an extension of stay later on in the process.... That is the only reason why the IO is not in the first place, showing you the door, and telling you to buy that VISA outside Thailand instead.....

 

So when he comes next time, if that information is in the computer,, wouldn´t they just plainly refuse to help him, with another Non IMM "O"?????

Yes, but it is not compulsory that you apply for the extension. You still have the option to leave.

 

The reason it wouldn't make sense to go through the non 'O' application is because you have to provide the financials etc required for the extension -- and having provided the financials etc once, you might as we'll go through with the extension.

Maybe, but there is nothing in the rules to stop the OP doing what they are asking about. It would be a waste of their own time and money.
