Is there a van, bus or taximeter from nakhon phanom airport to the city itself or from airport to mukdahan? And if there is what times are they running? Thanks. 

Air Asia does a BKK to Mukdahan trip that has you flying into Nakhon Phanom and then are bused to Mukdahan.

Seems NokAir also has a "fly and ride" (minivan) service to Mukdahan.

 

Since Aug 1, 2018 there is also basic songthaeo transport to N.P. bus station and seemingly other options to N.P. from where you surely find a coach to Mukd.

I don't know for N.P.

Just from experience at U-Tapao: one could book on site at the desk and sit in the same van as the prebooked AirAsia customers.

But for N.P. it's speculation.
