Ministers approved the transfer of Chote Trachu from the post of an adviser attached to the PM’s Office to the top position at the ministry. Chote replaces Pongpanu Sawettaroon, who has resigned. A position that will continue to exist after a change in government leadership, ie., after election of a new government. Replacement of permanent secretary by the next government must be based on reasonable cause such as poor performance, suspicion of criminal behavior, etc. To remove a permanent secretary otherwise (ie., for political purposes) would be an abuse of power and the PM could face removal from office. Of course currently permanent secretaries in place by the previous elected government can and are removed and replaced through the junta absolute power - no accountability necessary. The effect is that when a junta eventually "withdraws" from leadership of the government, it leaves implanted permanent secretaries bearing junta loyalty and ideology regardless and perhaps in contrast to any succeeding elected government - in essence a deep state barrier.
