Does it really take time for 6 months+ to get A letter of No impediment from South Africa Embassy in Thailand?

I'm a South African and I've already got engaged with a Thai lady. We're getting married soon and I'd like to prepare my documents to get the married certificate.

 

So, I went to South Africa Embassy in Bangkok an hour ago to ask for A letter of No impediment and the girl who works there said to me that I can apply for it but I won't get it today or very soon because of the government's rule in SA has changed and I need to wait for my paper at least 6 months or longer.

 

Anyway,I haven't applied for it yet, just in case If I may find useful information from the people here on this website or get a better choice or solution.
