Have a poke round Bangkok Bank's website, the requirmeents for foreigners opening accounts are pretty clear. One thing you may not be able to get without a work permit is internet banking.

Chicken and egg problem with a lot of branches. They want to see a 1 year visa (extension) before they will open an account for you. Can't get 1 year visa without bank account. tit never been truer
