Hi there.

I was in Vientiane last week for a Non B visa. The officer refused to issue me a visa on the basis that my Thai Police clearance had expired...

Has anybody else had the same experience?

How old was your police clearance certificate? They are certainly not valid forever.

Some locations have a written limit on how long the are valid for. For example this on the Thai embassy in the US website.

That is certainly to old. 

You need to get a new one. You can get a Thai police clearance certificate that they will accept.

They normally only last for 12 months.  It is funny when you think they issue visas to foreigners who have criminal records back at their home country. .    You should consult an Agent they would have checked your documents.  Go back to Thailand and get a new police check
