Burmese national visa overstay and work permit

A Burmese guy I would like to work for my wife’s restaurant has overstayed his visa from November last year.

 

He says that he knows someone who can make him a work permit for 18k, and somehow get around this visa overstay issue.

 

Im not so sure. What are his options, if any?

 

If he goes to the border and tries to get back to Myanmar immigration will ask for 20k overstay charge and ban him for 1 year, is that correct?

 

if he just somehow sneaks over the border back to Myanmar, not getting his exit stamp, then makes a new passport in Myanmar, then when he enters Thailand again immigration will see he did not leave through immigration and do something? 

 

What should he do?
