I have had 3 one month stamped entries plus 3 one month extensions into Thailand this year (2018). The first two entry points were cross land at the Freedom Bridge Nong Khai. The third entry was by flight to Suvarnabhumi Airport. I understand that I may be able to get another 2, two month "Tourist Visas" this year should I require them, and of course, all things being equal I have to exit Thailand on or before 23 August '18. What and where are my best options to obtain a Tourist Visa?

You could get a single entry tourist visa at about any nearby consulate.

To late for the embassy in Vientiane due no appointments being available. Savannakhet probably not since you have already stayed in the country more than 90 days in the country within 6 months.
