TM30 can I register & report online if I rent my apartment?

I live in a rented apartment in Bangkok (retired here) report to Chaeng Wattana. I would like to be able to register to report my TM30 online next time I return from overseas. I believed this was possible, until I read one recent blog which said:  "This last point is very important as many renters still incorrectly believe they can register for the online method and report themselves. In fact, a foreign tenant cannot register for the online option; only a landlord can. So if your landlord won’t give you their online password or, worse, refuses to comply with TM30 at all, then it gets very hard

Since my landlord apparently does not want to register online, but might agree to me doing this myself, can anyone tell me if the system will permit a tenant to register, or not?

to clarify

It is possible to register as the possessor of the residence for where you are staying. It is not limited to owners only.
