You have to apply at the Imm office where you reside. However, via an agent, you may apply at/via other offices.

In the province that I resided in until 4 months ago, There were two offices in the province and the officers seemed pretty relaxed about which one I dealt with...........  Having said that, they make up the rules to suit themselves in each office anyway, so what do I know? 555!!
