Question about extending my 60 day tourist visa.

Good morning, 
My tourist expires on Feb 22nd 2020; which is the earliest I can go and apply for a 30 day extension? 
I was told i should wait two weeks prior to my visa expiring on Feb 22nd.  Some other people have told me I can go and do it now.
Does anyone know the rule for this? I tried to look it up online and couldn't find anything. 
Thank you.
