It asks for the name and address of a guarantor in Thailand which is fine. Then it asks for the name and address of a local guarantor. I don't know anyone in Penang. The other thing worth keeping in mind when applying in Penang is that they now only accept a certain number of applications per day (from memory, I think it's 100, but don't quote me on that), so it's worthwhile getting there early and getting to the front of the line before they open at 08:30.
